RESOLUTION NO. 10- <br /> RESOLUTION CERTIFYING THE STONERIDGE DRIVE SPECIFIC PLAN <br /> AMENDMENT /STAPLES RANCH EIR SUPPLEMENT <br /> WHEREAS, the Alameda County Specific Plan Authority (ACSPA) applied for an <br /> amendment to the Stoneridge Drive Specific Plan concerning the future development and <br /> land uses of the 124 acre Staples Ranch property and annexing 165 acres into the City of <br /> Pleasanton "the Stoneridge Drive Specific Plan Amendment/Staples Ranch" or "the <br /> Project and <br /> WHEREAS, the City Council on February 24, 2009, certified the Stoneridge Drive <br /> Specific Plan Amendment/Staples Ranch Environmental Impact Report, adopted CEQA <br /> Findings, a Statement of Overriding Considerations and a Mitigation Monitoring and <br /> Reporting Plan, and approved the Project that included two lanes of traffic in each <br /> direction over the Arroyo bridges; and <br /> WHEREAS, a lawsuit challenging the City of Pleasanton's approval of the Project <br /> was filed on March 27, 2009; and <br /> WHEREAS, On June 2, 2009, the City Council decided to assess whether it <br /> should further amend the Project to adopt a short-term configuration of Stoneridge Drive <br /> which would reduce the total number of lanes by one in each direction over the Arroyo <br /> bridges; and <br /> WHEREAS, in October 2009 a Draft Stoneridge Drive Specific Plan <br /> Amendment/Staples Ranch EIR Supplement (Draft SEIR) was released to address <br /> concerns raised in the lawsuit and the potential short-term configuration of Stoneridge <br /> Drive over the Arroyo bridges; and <br /> WHEREAS, the Planning Commission held a noticed public hearing on December <br /> 9, 2009, during the public comment period on the Draft SEIR, to receive comments on the <br /> Draft SEIR; and <br /> WHEREAS, members of the public requested additional time to review and <br /> comment on the Draft SEIR, and on December 11, 2009 the end of the public comment <br /> period for the Draft SEIR was extended from December 17, 2009 to December 30, <br /> 2009; and <br /> WHEREAS, the City has accepted and responded to comments received during <br /> the public comment period regarding the Draft SEIR from public agencies having <br /> jurisdiction by law, persons having special expertise with respect to any environmental <br /> impacts involved, and other persons or organizations having an interest in the Project; <br /> and <br /> 1 ATTACHMENT 1 <br />
