Finally, the Commission also recommended that the City Council direct staff to discuss <br /> with the residents along Snowdrop Circle whose residences front that portion of <br /> Stoneridge Drive where there is no soundwall whether there is any interest in having a <br /> soundwall in that location. If the Council follows that recommendation, staff would <br /> survey resident interest in such a wall and investigate more thoroughly its cost and <br /> timing of its construction before returning that item to Council for further consideration. <br /> As with the repaving west of Kamp, this soundwall would not be CEQA based and <br /> therefore the cost would be borne by the City through the use of Stoneridge Drive <br /> Specific Plan Fees and /or Traffic Development Fees. <br /> Six members of the public spoke at the Planning Commission hearing, and two e-mail <br /> messages related to Staples Ranch were received prior to the hearing. Some members <br /> of the public who provided comments requested additional information /mitigation /non- <br /> CEQA based actions primarily related to biology, air quality, noise, the regional <br /> transportation agreement, and traffic circulation. See the Planning Commission minutes <br /> for more details. The Planning Commission meeting minutes and the two e-mail <br /> messages received prior to the Planning Commission hearing are attached for the <br /> Council's information (see Attachments 4, 5, and 6). <br /> DISCUSSION <br /> Staff believes all outstanding issues have been adequately addressed. Through the <br /> review and revision process, there has been an attempt to address all major concerns. <br /> The Preferred Project includes numerous environmental mitigations to address <br /> biological, noise, air quality, transportation and other impacts; non -CEQA based actions <br /> may also be considered by the Council. For the Council's information, the attached <br /> Planning Commission staff report includes a detailed discussion about the following: <br /> CEQA Findings, SOC, MMRP, Stoneridge Drive Specific Plan Amendment, pre <br /> zoning /rezoning, the Environmental Impact Report Supplement, non -CEQA based <br /> action items, the public noticing area for the project, and General Plan Circulation <br /> Element Program 1.6, which requires Stoneridge Drive to remain closed at Trevor <br /> Parkway until a regional transportation agreement is approved. Two additional e-mails <br /> have been received since the Planning Commission action; they are attached as <br /> Attachments 7 and 8. <br /> NEXT STEPS <br /> If the proposed environmental and land use documents are approved, a City Council <br /> hearing regarding Hendrick Automotive Group's PUD, Continuing Life Communities' <br /> PUD, the Neighborhood Park's PUD, a development agreement with ACSPA, other <br /> related agreements and the Regional Transportation Agreement are ready for agenda <br /> scheduling. The ground lease, PUD and development agreement for the Community <br /> Park will also be considered later this summer. <br /> CONCLUSION <br /> The Staples Ranch project has been planned to include a mix of land uses that are <br /> economically and /or socially beneficial to the City of Pleasanton. The EIR /SEIR, the <br /> environmental findings, the Statement of Overriding Considerations and the Mitigation <br /> Page 8 of 10 <br />
