BACKGROUND <br /> The Pleasanton Youth Master Plan (Master Plan) was originally approved in 2001. The <br /> Master Plan is the result of grassroots efforts led by the Pleasanton Youth Collaborative <br /> (PYC), a group comprised of community members including former School Board <br /> Trustee and current City Council member Cindy McGovern. Upon adoption of the <br /> Master Plan, the PYC transitioned to become the Youth Master Plan Implementation <br /> Committee (YMPIC). <br /> During the past nine years the YMPIC worked to implement the Youth Master Plan <br /> strategies resulting in many notable accomplishments. These include the creation of the <br /> website P -town 411, the BMX Park and several city grants issued to local non profits <br /> that provide programs or services that support the Master Plan strategies. <br /> DISCUSSION <br /> In 2008, members of the YMPIC initiated an audit of the Master Plan. In late 2008, upon <br /> completion of the audit, the YMPIC agreed to pursue a Youth Master Plan Update. The <br /> early steps of this project included small group discussions with YMPIC members to <br /> design the steps necessary to accomplish a successful update. The input received was <br /> used to develop an outreach process that included contracting the services of MIG, Inc. <br /> and the formation of the YMPIC Ad Hoc Committee to steer the project. <br /> The Ad -Hoc Committee, staff and MIG worked to design a Master Plan Update <br /> approach comprised of three phases that were approved by the YMPIC. The following is <br /> a summary of accomplishments achieved during the update process: <br /> Phase I: Environmental Scan and Public Outreach <br /> YMPIC members designed and approved a Youth Master Plan Update process with a <br /> focus on community outreach. The process included developing a stakeholder and <br /> community focus group list. Members of the YMPIC received facilitation training and <br /> practice sessions from city staff to ensure YMPIC members would have the opportunity <br /> to hear first -hand from Pleasanton citizens. Youth and adult YMPIC members met with <br /> key stakeholders in the community including City Council and School Board Members, <br /> committee and commission members, PUSD teachers and counselors, city employees <br /> who interact with and or provide youth services /programs. The outreach process <br /> included contact with over 150 community members through various focus group <br /> sessions including: non profits, school clubs, faith community and health professionals. <br /> Members also designed and approved the deployment of two community surveys for <br /> youth and adults. The survey received over 350 responses. On September 14, 2009 the <br /> YMPIC accepted the Ad -Hoc Committee's recommendation that Phase I was complete <br /> and directed staff to transition to Phase II of the project. <br /> Phase II: Strategic Framework and Plan Development <br /> YMPIC members worked to design, plan and host a Community Workshop that resulted <br /> in over 75 community members in attendance. MIG and staff collaborated to audit <br /> existing master planning documents to ensure that the proposed Master Plan strategies <br /> would be congruent with and support existing plans and provide an opportunity to unify <br /> Page 2 of 4 <br />
