She said that whatever course the Council chooses <br /> in resolving this litigation and instituting alternative growth management strategies, the impacts <br /> on infrastructure and service requirements must be considered and the public's goal to <br /> effectively provide these things in perpetuity must be remembered. She and the Mayor are <br /> actively discussing the issues with the petitioners and are bringing those back to the Council to <br /> hopefully reach some understanding on both sides. She assured the public that the City is <br /> reserving its right to litigate further, should those talks break down or not bear fruit. <br /> She stressed her desire for the Hacienda Task Force to have an opportunity to do its job well <br /> and to create a community with parks, plazas, and a lifestyle which residents would truly enjoy <br /> rather than just 5 story high- density housing. She said the issue of "by right" is difficult for her, <br /> that it endangers many of the goals set forth by this Council and the community, and it is for that <br /> reason she wants the task force to be able to complete its process. <br /> Mayor Hosterman thanked staff for working so diligently to help the Council and public <br /> understand the issues and Mr. Brown for all of his involvement. She thanked the public for <br /> sharing their opinions and for thoughtfully sharing their vision of how the City's quality of life is <br /> safeguarded. The Council will vigorously pursue a resolution which brings the City into <br /> compliance while safeguarding those interests, just as it has defended the housing cap. <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember McGovern reported that LAVTA Wheels is seeking applications for its <br /> Accessibility Advisory Committee member and alternates to represent the cities of Livermore, <br /> Dublin, and Pleasanton, Alameda County, and Social /Human Services Agency. <br /> COUNCIL REPORTS <br /> Councilmember Sullivan reported that the Tri- Valley Transportation Council (TVTC) at its most <br /> recent meeting approved an interim funding plan for several projects including the I- 580 /Foothill <br /> Road interchange, HOV lanes on 1 -580, part of SR -84 widening between Ruby Hills and Jack <br /> London, and an allocation for the 2011 -2012 project study report for the southern portion of SR- <br /> 84 near 1 -680, which a condition that project funding would not be approved without a signed <br /> MOU between the Tri Valley jurisdictions concerning the regional arteriole extensions, including <br /> Stoneridge Drive. He thought the condition was unprecedented and objected but it passed <br /> nonetheless. <br /> Councilmember McGovern requested discussion as a Council and asked if a letter could be <br /> issued to TVTC discussing the unprecedented nature of this decision.
