Urban Stormwater Design Requirements <br />86. The project shall comply with the Alameda Countywide NPDES Permit #CAS0029831, a <br />copy of which is available at the City, Alameda County and State offices and Internet <br />sites. In addition to the Standard Urban Stormwater Runoff Requirements for compliance <br />with the Alameda County NPDES Permit, the project shall also comply with the Permit's <br />Hydro Modification requirements as approved by the Regional Water Quality Control <br />Board for Alameda County. <br />87. The parcel map shall show easements for the storm water treatment areas and hydro <br />modification management areas to be deeded by separate instrument to the MA. <br />88. The following requirements shall be incorporated into the project: <br />a. The applicant shall submit a final grading and drainage plan prepared by a licensed <br />civil engineer depicting all final grades and on -site drainage control measures <br />including bio swales and hydromodification. Irrigated bio- retention swales and <br />areas shall be designed as needed to the satisfaction of the City Engineer to <br />optimize the amount of the storm water running off the paved surface that enters <br />the bio- retention swale at its most upstream end. This plan shall be subject to the <br />review and approval of the City Engineer prior to the issuance of the first grading <br />permit for the development covered by this approval. <br />b. The applicant shall submit sizing designs criteria to treat stormwater runoff at the <br />time of the grading plan submittal for the roadway improvements and individual lot <br />grading. <br />c. Public and private landscaping shall be designed to minimize irrigation and runoff, <br />promote surface infiltration where appropriate, and minimize the use of fertilizers <br />and pesticides that can contribute to stormwater pollution. <br />Structures shall be designed to discourage the occurrence and entry of pests <br />into buildings, thus minimizing the need for pesticides. <br />Where feasible, landscaping shall be designed and operated to treat <br />stormwater runoff. In areas that provide detention of water, plants that are <br />tolerant of saturated soil conditions and prolonged exposure to water shall be <br />specified. Soil shall be amended as required. <br />Plant materials selected shall be appropriate to site specific characteristics <br />such as soil type, topography, climate, amount and timing of sunlight, prevailing <br />winds, rainfall, air movement, patterns of land use, ecological consistency and <br />plant interactions to ensure successful establishment. <br />Landscaping shall also comply with City of Pleasanton ordinances and policies <br />regarding water conservation. <br />d. Bulk construction materials stored outdoors, including all landscaping material that <br />may contribute to the pollution of storm water runoff shall be covered as deemed <br />appropriate by the City Engineer and /or the Building and Safety Division. The <br />CC &Rs and the design guidelines covering Lots 1 through 4 shall include this <br />statement in their wording. <br />21 <br />
