2.3 Development of the Proposed Local Sewer Rate Designs <br />With the current state of the economy, the City Council directed staff not to adjust rates in FY <br />2010 and implement a consumer price index (CPI) increase, currently estimated at 3% per year, <br />beginning in FY 2011.
