The seasonal irrigation rate was removed based on an audit of the annual irrigation <br /> water consumption. In prior years (70's, 80's and 90's) the consumption varied <br /> considerably between wet weather (winter) and dry weather (summer) months. Based <br /> on the 2008 -09 FY data the irrigation water consumption was virtually the same no <br /> matter what season the water was being consumed; warranting the removal of seasonal <br /> rates. Also, the removal of seasonal rates encourages conservation and provides an <br /> incentive for commercial irrigation accounts to turn off their water during wet weather <br /> months. <br /> Multifamily accounts were moved from the residential category because they are a <br /> master metered account versus the residential category which is defined as individually <br /> metered accounts. The reclassification was made because prior to this the City <br /> included multifamily in the residential category and then applied a multiplier to the tiers <br /> based on the meter size (ex. 11/2" meter; 1'/2 times the water in each tier). An audit was <br /> conducted and it was determined that there was no correlation between the size of the <br /> meter and the number of residential units that were being registered on the master <br /> meter (i.e., a 1'/2" meter registered water consumption for four (4) units and in other <br /> cases a 1'/2" meter registered water consumption for eighteen (18) units). Based on this <br /> the master metered residential accounts were moved to the commercial category.
