with the Governor's recent appeal for California residents to reduce water usage by 20 <br /> percent and a water shortage emergency continues to be in effect throughout California. <br /> Currently the single family residential (individually metered) water consumption tiers are <br /> as follows: <br /> Tier 1 0 -30 Ccf <br /> Tier2 31 -75 Ccf <br /> Tier 3 Over 75 Ccf <br /> These tiers were developed in the late 1970's based on the residential customers <br /> average dry weather (summer) water consumption of 30 Ccf and wet weather (winter) <br /> water consumption of 75 Ccf. Based on a review of water consumption data for the <br /> 2008/09FY for all single family residential (individually metered) customer accounts, the <br /> residential customer's average water consumption in the wet weather months (winter) is <br /> 20 Ccf which reflects water used only inside the home and during the dry weather <br /> months (summer) is 60 Ccf with an overall average water consumption year round of 40 <br /> Ccf. In order to further encourage water conservation, staff worked with its water rate <br /> consultant to develop a fourth tier water rate structure that encourages water <br /> conservation. The proposed rate structure takes all of this information into <br /> consideration including encouraging water conservation.
