BACKGROUND <br /> The City of Pleasanton has used a contractor to conduct the routine maintenance and <br /> emergency maintenance of the City's street lights from the time the lights were <br /> purchased from PG &E in the 1990's. The current contract has expired and a new <br /> contract contains the prevailing wage requirements needed in all new contracts. <br /> In addition to the inclusion of the prevailing wage requirements, the Street Light and <br /> Pathway Light Maintenance Contract includes the replacement of all street light bulbs <br /> on a four -year basis. The life expectancy of a typical street light bulb is approximately <br /> five years. The four -year requirement will allow the City to maximize the useful life of <br /> the bulbs and minimize the number of street light outages and should result in improved <br /> street light and pathway light operations. <br /> The monthly Street Light and Pathway Light Maintenance program will result in an <br /> annual street light maintenance cost of approximately $121,730 per year with the <br /> current number of poles services. The Hacienda Owners Association pays for the <br /> maintenance of the 760 street lights in the business park, which accounts for 10.8% of <br /> the annual maintenance cost ($13,146). The City of Pleasanton is responsible for the <br /> remaining $108,576. Current budgeted funds for fiscal year 2009 -2010 and fiscal year <br /> 2010 -11 are sufficient to cover the maintenance contract amount. <br /> The new contract requires a more streamlined outage notification system including <br /> routine night time checks. The contract also requires that the contractor be equipped to <br /> retrieve service requests electronically from City staff via the Maintenance Management <br /> System. <br /> Three companies submitted proposals: Vista Universal, Team Econolite and Republic <br /> ITS. The sealed proposals for the Maintenance Contract were opened on April 20, <br /> 2010 and ranged in price from $10,150 to $13,860 per month for the routine <br /> maintenance fee. <br /> For review and selection purposes, the contractor was not selected based solely on the <br /> lowest monthly flat rate; instead, the selection process incorporated some emergency <br /> repair work quantities. Team Econolite had the lowest monthly flat rate fee, as well as <br /> being the lowest contractor based on the flat rate and the extra work for emergency <br /> repairs. <br /> Econolite is a well established street light maintenance company that has been in <br /> business for over seven years providing traffic signal and street lighting maintenance <br /> services. Currently, Team Econolite provides traffic signal /safety light maintenance <br /> services for twenty -four agencies including the cities of Sunnyvale, San Ramon and <br /> Santa Ana. Team Econolite is presently under contract with the City of Pleasanton for <br /> preventative maintenance and 24 -hour emergency response to the City's 101 <br /> intersections and safety street lights. <br /> Page 2 of 3 <br />
