BACKGROUND <br /> The City has an ongoing need for on -call geotechnical engineering and material testing <br /> consulting services. The types of services needed may include, but are not limited to: <br /> soil analysis, pavement and sub -base design recommendations, soil compaction <br /> testing, materials testing, permeability testing, construction consultations, and <br /> geological hazard investigations. In June 2007, the City awarded three -year contracts to <br /> the firms of BSK Associates Geotechnical Consultants, Inc.; Construction Testing <br /> Services; and ENGEO Incorporated, for on -call geotechnical consulting and material <br /> testing services. The current contracts expire on June 30, 2010. <br /> DISCUSSION <br /> A total of 15 geotechnical engineering consulting firms submitted SOQs in response to <br /> the request. City staff reviewed the SOQs and invited the four highest ranking <br /> respondents to interviews. A panel of four City staff members familiar with the project <br /> needs and types of services required conducted interviews of the shortlisted firms: <br /> BSK Associates; Kleinfelder, Inc.; ENGEO Incorporated; and Berlogar Geotechnical <br /> Consultants. Staff also contacted the references provided by each of the four firms to <br /> obtain feedback on past contractual experiences. Based on ratings of the SOQs, <br /> interviews, and reference inquiries, staff recommends awarding two contracts: one to <br /> Kleinfelder, Inc., and on to ENGEO Incorporated. Staff believes these two firms are the <br /> most qualified of those who submitted, to provide the required geotechnical and material <br /> testing services for FY 2010 -2013. <br /> Funding for these contracts will be provided from Council- approved Capital <br /> Improvement Project budgets for each of the projects requiring these services. When a <br /> service is needed for a project, the selected firms will be requested to submit a detailed <br /> proposal, which defines the scope of work for the particular project and the fee required <br /> to complete the task. Typically, such service support costs range between $7,000 and <br /> $10,000 for each capital project, and are dependent on the size, types of service and <br /> complexity of the job. <br /> Approval of these contracts authorizes staff to spend up to the aggregate amount of <br /> $450,000 between the two firms over a three year period, which will likely consist of <br /> 30 -40 separate project authorizations over the life of the contracts.
