BACKGROUND <br />Prior to 1996, City survey drafting needs were met by a City employee and <br />supplemented by outside surveyors under a rotating purchase order system. Since <br />then, needs have been met by contracted services and the method of procurement has <br />been through the Statement of Qualifications and Request for Proposal process, in <br />which firms are selected based on their qualifications, proposal, and interviews with City <br />staff. For the previous fiscal years of 2007 -2010, the firms of Kier and Wright Civil <br />Engineers and Surveyors Inc., and BKF Engineers have provided these services to the <br />City. <br />The types of services to be provided by the survey firm may include, but are not limited <br />to: providing topographic and general survey services for project design and <br />construction, construction staking, identifying and locating boundaries for easements, <br />performing survey map checking, and preparing plat maps, metes and bounds <br />descriptions, records of survey, and corner records in conformance with the Land <br />Surveyors Act and Business and Professions Code. In addition, the firm may also be <br />asked to provide computer- drafting services in conjunction with the surveys completed <br />for the City. <br />DISCUSSION <br />A total of 23 survey engineering consultant firms submitted SOQs in response to the <br />request. City staff reviewed the SOQs and invited the four highest ranking respondents <br />to interviews. A panel of four City staff members familiar with the project needs and <br />types of services required conducted interviews of the shortlisted firms: Kier Wright <br />Civil Engineers and Land Surveyors, Inc.; Ruggeri- Jensen -Azar; Alexander <br />Associates, Inc.; and Bellecci and Associates, Inc. Based on ratings of the SOQs, <br />interviews, and reference inquiries, staff recommends awarding three contracts: one to <br />Bellecci Associates, Inc.; one to Kier Wright, Civil Engineers and Land Surveyors, <br />Inc.; and one to Alexander Associates, Inc. Staff believes these three firms are the <br />most qualified of those who submitted, to provide the required services for FY 2010- <br />2013. <br />Funding for these contracts will be provided from Council- approved Capital <br />Improvement Project budgets for each of the projects requiring these services. When a <br />service is needed for a project, the selected firms will be requested to submit a detailed <br />proposal, which defines the scope of work for the particular project and the fee required <br />to complete the task. Typically, fees for survey support services for each capital project <br />are in the range of $7,000 to $10,000, and are dependent on the size, types of services <br />and complexity of the job. <br />Approval of these on -call contracts authorizes staff to utilize these three firms over a 3 <br />year period up to an aggregate limit of $500,000 for budgeted tasks /projects, which will <br />likely consist of 40 -50 separate project authorizations over the life of the contract. The <br />proposed contracts with the three firms, including Exhibit A (Scope of Work), and <br />Exhibit B (Fee Schedule), are attached to this staff report. <br />Page 2 of 3 <br />
