Actions of the Planning Commission, May 26, 2010 <br /> Commissioners Present: Phil Blank, Greg O'Connor, Arne Olson, Jennifer Pearce, and <br /> Jerry Pentin <br /> Commissioners Absent: Commissioner Kathy Narum <br /> The Supplement to the Stoneridge Drive Specific Plan Amendment/Staples <br /> Ranch Environmental Impact Report (EIR) and Related California Environmental <br /> Quality Act (CEQA) Documents (CEQA Findings, Mitigation Monitoring and <br /> Reporting Plan (MMRP), and Statement of Overriding Considerations (SOC)), <br /> Case PSP -11 (Stoneridge Drive Specific Plan Amendment), Case PRZ -44 (Pre <br /> Zoning /Rezoning of the Staples Ranch Site) <br /> Consider and make a recommendation regarding: (1) Certification of the Supplement to <br /> the Stoneridge Drive Specific Plan Amendment/Staples Ranch EIR; (2) Rescission of: <br /> (a) CEQA Findings, MMRP, and SOC adopted by City Council on February 24, 2009 for <br /> the Stoneridge Drive Specific Plan Amendment/Staples Ranch EIR; (b) Stoneridge <br /> Drive Specific Plan Amendment (PSP -11) adopted by the City Council on February 24, <br /> 2009; and (c) Pre zoning /Rezoning of the Staples Ranch site (PRZ -44) adopted by the <br /> City Council on March 3, 2009; (3) Adoption of: (a) CEQA Findings, MMRP, and SOC <br /> for the Stoneridge Drive Specific Plan Amendment/ Staples Ranch EIR, including the <br /> Supplement; (b) Stoneridge Drive Specific Plan Amendment (PSP -11); and <br /> (c) Pre zoning /Rezoning of the Staples Ranch site (PRZ -44) to: PUD -C (Commercial), <br /> PUD -HDR /C (High Density Residential/ Commercial), PUD -P (Park), PUD -MDR <br /> (Medium Density Residential), or some similar combination of PUD zoning. The <br /> property is owned by Alameda County Surplus Property Authority and is located at the <br /> southwest intersection of 1 -580 and El Charro Road. <br /> Action recommended: Recommend: (1) certification of the SEIR; (2) rescission of the <br /> CEQA Findings, MMRP, and SOC; the Specific Plan <br /> Amendment (PSP -11); and Pre zoning and Rezoning (PRZ -44); <br /> and (3) adoption of the CEQA Findings, MMRP, and SOC, <br /> including the Supplement; the Specific Plan Amendment <br /> (PSP -11); and Pre zoning and Rezoning (PRZ -44) <br /> Action taken: Recommended certification, rescission, and adoption per staff. <br /> Vote: 5 -0. <br /> Further action taken: Recommended that the Council: (1) direct staff to work in <br /> cooperation with the Alameda County Surplus Property <br /> Authority to plant spearscale seeds on the community park site, <br /> as appropriate, as part of the park's construction; (2) direct staff <br /> to study the feasibility of constructing a soundwall between <br /> Guzman and Trevor Parkways; and (3) carefully consider the <br /> appropriate ratio for the mitigation of the San Joaquin <br /> spearscale as part of this project. <br /> Vote: 4 -1 (O'Connor voted no). <br /> Submitted y: Appro ed by: <br /> ti__— <br /> n" Ne son Fialho <br /> Director of Community Development City Manager <br /> Page 2 of 2 <br />
