Mr. Fialho said staff has advocated strongly against that footnote and that the City has been
very clear from a policy perspective on where it stands, which has obviously been unsuccessful.
He said it is the Council's prerogative to issue a letter expressing its dissatisfaction.
Councilmember McGovern said this is an issue of funding that is partially paid for by Pleasanton
residents being held hostage to a footnote and that a letter should be seriously considered.
Mr. Fialho advised the Council could direct staff to write a letter on its behalf, direct the Mayor to
send a letter on its behalf, or write letters individually as elected officials.
Councilmember Sullivan said that a letter signed by the Mayor on behalf of the Council would be
great. He said the issue is that this sets a precedent for other jurisdictions placing conditions on
funding that comes from the City's own businesses and residents and that the issue could
extend beyond the TVTC to regional committees.
Mayor Hosterman said she would be happy to draft a letter.
Councilmember McGovern asked that that the letter include language pertaining to the fact that
Pleasanton has partially funded these fees and that moving commute and good traffic should be
more consideration in funding decisions.
Vice -Mayor Thorne asked and Councilmember Sullivan confirmed that this is not an issue on
which TVTC requires a unanimous vote.
ADJOURNMENT
There being no further business, the meeting was adjourned at 10:20 p.m., with a tribute to our
nation's men and women serving in the military. We wish to honor the memories of those who
have died in past wars in defense of our country including those who have died in the current
conflicts in Iraq and Afghanistan.
Respectfully submitted,
Karen Diaz
City Clerk
City Council Minutes Page 9 of 9 April 20, 2010
