[DINE <br /> applied for funding two years ago.] Staff has been working with the applicant since the <br /> HSC meeting to address agency and project development issues to put the agency in a <br /> better position to secure HHSG funding in the future. <br /> Human Services Commission Recommendation <br /> The Human Services Commission (HSC) reviewed applications for capital and public <br /> services funding at its meeting of March 3. The minutes from the meeting are included <br /> as Attachment 2. After receiving testimony from the public (including specific <br /> presentations from several agencies that had new projects or had never before applied <br /> for grant funds from the City), the HSC approved the staff recommendation as reflected <br /> in Table A of Attachment 1. The HSC's recommendation was based on an estimated <br /> CDBG grant amount of $350,000 and included a contingency plan to increase or <br /> decrease funding for each agency proportionally to address either a surplus or shortfall <br /> in funding upon notification by HUD of the final grant amount. Staff received the final <br /> CDBG grant amount in early April. Table A reflects a proportional decrease in the <br /> HSC's recommendations to address the shortfall between the estimated and final grant. <br /> Housing Commission Recommendation <br /> The Housing Commission (HC) reviewed applications for HOME funds and housing <br /> related services funding at its meeting of March 18. The minutes from the meeting are <br /> included as Attachment 3. After hearing information from REACH regarding the <br /> agency's request for funding to acquire another residential property in Pleasanton to <br /> provide housing for developmentally disabled adults, the HC approved the staff <br /> recommendation as reflected in Table A of Attachment 1. The HC's recommendation <br /> included $200,000 in federal HOME funds for REACH, $40,000 in HOME funds for the <br /> Housing Rehabilitation Program, and a total of $86,500 in City Lower Income Housing <br /> Funds to supplement funding for four important "housing services" (similar to LIHF <br /> supplements approved in prior years). <br /> II. COMMUNITY GRANT (CG) PROGRAM <br /> BACKGROUND <br /> In 1992, the City Council established the City Grants Program. This Program offers <br /> limited funding to community -based non profit organizations that provide needed human <br /> services assistance and arts /cultural activities to Pleasanton residents. These services <br /> and activities are intended to address service gaps in the community, and are not meant <br /> to duplicate services offered by the City. In FY 1995 -96, the City recognized the need <br /> to address youth services, and a youth category was added. Staff worked annually with <br /> the appropriate commissions (e.g., Civic Arts, Human Services, and Youth) on the City <br /> Grant application and review process and participated in regional pre application <br /> informational workshops to provide information on City Grant funding opportunities. <br /> Page 6 of 23 <br />
