DISCUSSION <br /> The current Agriculture district zoning of the subject properties is not consistent with the <br /> City's expectations for these sites as set forth in the General Plan. In exchange for the <br /> dedication of the easements for the needed infrastructure, the property owners have <br /> requested that the City enter into a Development Agreement that requires the City to <br /> move forward with a zoning map amendment to provide commercial zoning consistent <br /> with the current General Plan land use designations for the subject properties. <br /> City staff has negotiated a set of Guiding Principals for a cooperative planning process <br /> to achieve the rezoning of the property (see Attachment 2.) The Principles are non- <br /> binding and acknowledge that standard City process including public hearings and <br /> environmental review are required to implement the rezoning. It is anticipated that the <br /> sites would be zoned Planned Unit Development and would include a set of design <br /> standards facilitating development of commercial pads facing Stanley Boulevard and a <br /> more pedestrian- oriented, commercial streetscape along the new section of Nevada <br /> Street. The Guiding Principles anticipate allowing a range of commercial uses including <br /> retail, office and service uses. The floor area ratio would be between .35 and .5 and <br /> height limitations would range from two to three stories. The agreement also <br /> acknowledges that residential use of the site may also be considered. It may be <br /> prudent to further explore residential use of these properties during the Housing <br /> Element process. The principles as set forth in this agreement can be amended and <br /> refined in the cooperative planning process. <br /> It is anticipated that the extension of Nevada Street and necessary intersection <br /> improvements would be funded by the traffic fees generated by future development of <br /> the subject sites and by other benefiting properties. <br /> Submitted by: Approved by: <br /> Brian Dolan Nelson Fialho <br /> Director of City Manager <br /> Community Development <br /> Attachments: <br /> 1.
