Lighting and Landscape District 1995 -1, Moller Ranch The Moller Ranch subdivision (L L District 1995 -1) has been in place for fifteen (15) years. Maintenance in this District includes open space areas, entry features, firebreaks, trees, shrubbery, groundcover and irrigation systems. The assessments for the coming year for District 1995 -1 (Moller Ranch) will remain at $570.06 per parcel per year. With a total of 101 parcels in the district [two of these are City -owned parcels, the Moller Ranch water tank and a staging area for Pleasanton Ridge ($560.53 each)], this year's total assessment will be $57,557. This amount will be sufficient to fund the maintenance of all common areas including water and electrical costs, County assessment fees, City administration fees and sets aside sufficient reserves in a replacement fund for the long -term replacement of plantings, irrigation systems, fencing, masonry walls, signage and other District improvements. Although a cash surplus of approximately $100,000 exists for this District, staff does not recommend reducing the current assessment, as the District contains a number of improvements for which long -term replacement must be considered. These improvements consist of rock veneer entry walls (260 lineal feet), a masonry wall along Moller Ranch Drive (1200 lineal feet), an extensive irrigation system, decorative street lighting at the project entrance and other features. With the assessment of two City -owned parcels, the City will pay $1,121.06. PUBLIC COMMENT Staff provides general information to residents within the Lighting and Landscape Districts as a part of the public notice for confirmation of the Engineer's Report. This annual notice provides the name and phone number of a staff contact person should questions arise. City staff maintains an open dialogue with individual property owners and various representatives of the Districts. Over the past year, staff has met with various property owners in each of the Lighting and Landscape Districts, as well as their respective Homeowners' Associations, to explain the nature of the Landscape and Lighting Districts and to receive requests and suggestions for improved maintenance.
