MEETING OPEN TO THE PUBLIC <br />13. Proclaim April 12 to April 16 Week of the Young Child <br />Vice -Mayor Thorne read and presented the proclamation to Betsey McClellan, Vice President of <br />the Friends of Gingerbread Preschool. <br />14. Public Comment <br />Steve Dowding read the names of the 19 soldiers killed in Iraq and Afghanistan since the last <br />Council meeting. <br />Pat Murray noted she asked Council to consider a plastic bag ban. <br />Councilmember Sullivan said he serves on the Board of Alameda County Waste Management <br />Authority (ACWMA) where the issue has been discussed at length. When the City of Oakland <br />instituted a plastic shopping bag ban 1 year ago, it was sued by the plastics industry, and the <br />courts ruled that the City needed an Environmental Impact Report (EIR) to identify the impacts <br />of such a ban. The ACWMA, along with the City of Oakland and several other East Bay cities, is <br />now preparing one environmental study to be used for all Alameda County cities as well as a <br />model ordinance to be instituted throughout the County, with the strategy being that a united <br />front would be more difficult to attack. He said the item would be agendized for the Council's <br />consideration as soon as that work is complete, which he anticipates to be in the next several <br />months. <br />Fred Norman stated that 104 American service men and women have been killed in Iraq and <br />Afghanistan this year and he invited the public to join Pleasantonians for Peace at its monthly <br />vigil on Wednesday, April 14 at 7 p.m. in front of the Museum on Main Street. <br />Margo Tarver addressed Council concerning Measure D and stated she is opposed to the <br />project. <br />Howard Neely, Cemetery Ad -Hoc Committee, voiced concern relative to the progress of the new <br />cemetery. He reported that improvements are progressing to a point that most completed sites <br />will be sold -out before the year is up and with this in mind future development needs to be <br />identified quickly. He noted the Creekside Memorial Park Cemetery plans on Tassajara Road <br />at the county line. <br />Paul Martens encouraged the public and Council to vote no on Measure D. He said his primary <br />issue is with the significant amount of dirt involved with the Oak Grove Project. <br />Judy Person said she met with the Cemetery Committee several times to express her desire for <br />increased maintenance and the suggestion that the cemetery receive the same status and <br />excellent care as the City's parks. <br />Chris Beratlis also addressed Council on the slow progression on improvements at the <br />cemetery. <br />Karen DeBaca Martens supported voting no on Measure D because it proposes to remove over <br />200 trees and cutting into, permanently removing, and destroying the City's ridgelines. <br />City Council Minutes <br />Page 3 of 22 April 6, 2010 <br />
