He acknowledged staff's work, said it is clearly well thought -out, but wondered <br />if a review period might be in order. <br />Mr. Smith said he would anticipate having to return with an analysis of the structure's success. <br />He concurred that higher tiered rates would do more to encourage conservation but said the <br />timing could not be worse with the current economy. <br />Councilmember Sullivan agreed but said the increases still seem low and questioned whether a <br />difference of $8 per month would be much of an influence or financial hardship on heavy users. <br />He acknowledged the efforts to keep rates low for low level uses but said the burden of this <br />issue should be borne by excessive users and he does not feel $8 per month will solve this <br />problem. To that point, Mr. Fialho said he believed that benchmarking this over a two -year <br />period is a good step. <br />Mayor Hosterman concurred, as did Councilmember Sullivan who stressed that he did not wish <br />to take away from what staff has done. <br />Mayor Hosterman questioned what happened to the company that was going to assist the City <br />with its marketing campaign. Mr. Smith said WEF is still a viable proposal, but that staff has <br />been involved in the rate increase and has not moved that forward. He said the outreach <br />program they had planned is very much in line with what staff will be doing more of over the <br />next few years. <br />MOTION: It was m/s by Thorne /McGovern to approve the staff recommendation. <br />Ayes: Councilmembers Cook- Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />Councilmember McGovern said she hopes the outreach will provide the public with a discussion <br />on the maintenance of the City's water systems and information on how frequently lines must be <br />upgraded. Mr. Smith confirmed and said that staff also plans to discuss the maintenance <br />management system. <br />Mayor Hosterman apologized for not thanking OSC staff for putting together the video she <br />shared at the U.S. Conference of Mayors. She said it was well- received and plans to share it at <br />the next several meetings. She thanked staff again and requested a copy for each Council <br />member. <br />MATTERS INITIATED BY COUNCIL <br />Councilmember McGovern said she felt badly that the Gary and Nancy Harrington were not <br />recognized during approval of tonight's Consent Calendar. The Harrington's came forward with <br />"an optic glass bell," an art piece for the Firehouse Arts Theater. She noted that Bob Maddows <br />of Brass Maddows Monument Company is donating a granite pedestal for the piece to rest on <br />in the lobby. <br />Mr. Fialho counted four items of public art donated by the Harrington's: the bronze sculpture in <br />front of the Veteran's building, the bronze sculpture that will be in front of the Theater, the glass <br />marquis at the Theater, and this piece for the lobby.
