that compliments the colors of the existing Civic Square buildings, and may also be <br /> used on the existing Civic Square buildings (Condition 18). <br /> Universal Design Principles The grade elevation of the new recreation area will <br /> be lowered to remove the existing access ramps thereby improving ADA <br /> accessibility. Four ground floor units will be designed and constructed to be ADA <br /> accessible including roll -in showers. The other 10 ground floor units will be <br /> designed and constructed to be ADA adaptable upon request. All ground floor units <br /> will feature Universal Design Features. <br /> Amenities Amenities will include a new resident lounge /exercise area, group <br /> entertaining patio with tables and chairs, swimming pool with a sun deck plus arbor, <br /> lounge chairs, and tables and chairs, and a leasing office /resident lounge /exercise <br /> room. The tot lot will be moved to a new location on the site. The tennis court and <br /> sports court were not well -used and are proposed to be removed. <br /> The applicant considered the removal of driveways and visitor parking in order to <br /> provide additional play areas and trails. However, this could not be done without <br /> compromising police and fire emergency response. <br /> Photovoltaic Panels The leasing office building will have integral, roof mounted <br /> photovoltaic panels. The existing free standing solar pool heating panels will be <br /> moved to the roof area on one of the new buildings and updated with new panels. <br /> Residential Fire Sprinkler Systems All new buildings, except for the carports, <br /> will include residential fire sprinkler systems. The carports are exempt from the <br /> sprinkler requirement by the California Building Code <br /> Landscaping and Existing Trees A total of 41 new trees and 1,943 new shrubs <br /> and vines will replace the existing trees and shrubs to be removed with the new <br /> construction, including the four existing Heritage size trees that will be removed by <br /> the proposed construction in the central area of the development. All new and <br /> replacement landscape areas will be watered by a drip irrigation system. <br /> Green Building Measures The proposed project is conditioned to achieve 100 <br /> green points. <br /> Growth Management Allocations Development of this property would fall under <br /> the "First- Come First Serve" category of the City's Growth Management program. <br /> PUBLIC COMMENT <br /> The public noticing map for this application is Attachment 16. Public notices were sent to <br /> all residents living in the Civic Square Apartment development and to all property owners <br /> within a 1,000 -foot radius of the project site. After the Planning Commission meeting, two <br /> Civic Square residents contacted staff on the maintenance of their units referring to fencing <br /> and electrical questions. Staff considers these comments to be related to the on -going <br /> maintenance operation of the Civic Square Apartments.
