BACKGROUND <br /> The design package for the Old Stanley Boulevard Improvement Project, CIP No. <br /> 055022, was completed in 2008. The project includes construction of a new roadway <br /> section, concrete curb, gutter and sidewalk; landscaping; decorative street lighting; and <br /> sewer and storm drain improvements. <br /> At the October 20, 2009 meeting, City Council approved a Professional Services <br /> Agreement with Bellecci Associates in the amount of $233,608, for design and <br /> engineering services for the Stanley Boulevard Underground Utility District; authorized <br /> using existing project funds for the consultant design and for PG &E design, plan review <br /> and approval costs; and directed staff to initiate formal proceedings to form <br /> Underground Utility District UUD- 09 -01. Estimated costs for PG &E's efforts on the <br /> project are $80,000. <br /> DISCUSSION <br /> Rule 20B requires the City to establish the Underground Utility District. The formation <br /> process includes a public hearing and a formal resolution to underground the overhead <br /> utilities specifying the exact limits of the District and stating the public necessity of the <br /> conversion. <br /> The proposed Underground Utility District UUD -09 -01 would underground the existing <br /> overhead utility lines on Stanley Boulevard between Santa Rita Road and First Street. <br /> This proposed district includes 31 parcels composed of single family residential, high <br /> density residential and commercial properties. The utilities to be undergrounded include <br /> PG &E electrical, AT &T, Comcast Cable TV, and the City of Pleasanton street light <br /> wiring.
