Councilmember McGovern asked how the $25 million is distributed. Mr. Smith said the first
round of financing is distributed throughout the 14 counties participating in the pilot program.
After that, funding would be based on demand.
Councilmember McGovern asked and Mr. Smith confirmed that, as part of the property tax bill,
these improvements could be tax deductible.
Mr. Smith stated that the program will begin accepting applications in June. Staff feels all
elements of the program are built correctly and expect it to be a great advantage for the City
and its residents.
Councilmember McGovern asked if there is any information on how the Solar Cities program
has benefited the City. Mr. Smith said it has been very successful and is currently in the process
of being reinvented. He expected this financing program would increase participation further.
To Councilmember McGovern's earlier question, Mr. Fialho advised that improvements may not
be tax deductible because they do not impact the property's assessed value. Councilmember
McGovern noted that they would increase the value of the home. Mr. Fialho confirmed but
explained that it may be itemized on the property tax bill as the purchase of equipment, in which
case it does not impact assessed value and is not tax deductible.
Councilmember Sullivan said this program addresses two of the primary barriers to increasing
energy efficiencies in residential and small commercial properties. He said the melding of
financing with efficiency and contractor standards is a huge leap for the City, the environment,
and the green jobs market.
MOTION: It was m/s by Sullivan /Hosterman to adopt Resolution No. 10 -341 authorizing the City
of Pleasanton to participate in the CaliforniaFirst program offered by the California Statewide
Communities Development Authority.
