income categories over a seven year period. Once the number of housing units is <br /> identified, the number is divided between the State's 31 Council of Governments (COGs) <br /> (which in our case is ABAG) that have the responsibility to work cooperatively with cities <br /> and counties within their region to allocate the units to each individual agency. Based on <br /> State law, the RHNA process has four objectives: <br /> 1) Increase the housing supply and the mix of housing types, tenure, and affordability <br /> in all cities and counties within the region in an equitable manner, which shall <br /> result in each jurisdiction receiving an allocation of units for low and very low <br /> income households. <br /> 2) Promote infill development and socioeconomic equity, the protection of <br /> environmental and agricultural resources, and the encouragement of efficient <br /> development patterns. <br /> 3) Promote an improved intraregional relationship between jobs and housing. <br /> 4) Allocate a lower proportion of housing need to an income category when a <br /> jurisdiction already has a disproportionately high share of households in that <br /> income category, as compared to the countywide distribution of households in that <br /> category from the most recent decennial United States census. <br /> To develop the formula for allocating housing units throughout the ABAG region for the <br /> 2007 2014 RHNA (the 4th RHNA period) ABAG established a Housing Methodology <br /> Committee (HMC) comprised of elected officials and staff members from cities in the <br /> region. As an outcome of this process, the HMC developed an allocation methodology <br /> that incorporates the following factors with the following weight of each factor: <br /> Household growth (45 <br /> Existing employment (22.5 <br /> Employment growth (22.5 <br /> Household growth near existing and planned transit (5 <br /> Employment growth near existing and planned transit (5 <br /> As mentioned above, the RHNA methodology specifies that these allocations must be <br /> divided into specific household income categories including: <br /> Very Low Income defined as households with income up to 50% of the Area <br /> Median Income (AMI) which is currently $44,650 for a family of four; <br /> Low Income defined as households with income between 50% AMI and 80% of the <br /> AMI which is currently at $71,450 for a family of four <br /> Moderate Income- defined as households with income between 80% AMI and 120% <br /> of the AMI which is currently at $107,150 for a family of four <br /> Above- Moderate which is defined as households with income above 120% AMI <br /> Page 5 of 11 <br />
