I. INTRODUCTION AND OVERVIEW <br /> Developed by the Tri-Valley Convention Visitors Bureau (FVCVB), the Tri -Valley Tourism <br /> Business Improvement District (TVTBID) is a benefit assessment district to help fund marketing <br /> and sales promotion efforts for Tri -Valley lodging businesses. The Tri -Valley IBID has been in <br /> operation since 2006, and will be expanded by this plan. <br /> Location: The proposed TVTBID includes all lodging businesses with thirty -five (35) or more <br /> rooms available for public occupancy located within the boundaries of the cities of <br /> Pleasanton, Livermore, Dublin, San Ramon and Danville. <br /> Services: Marketing and sales promotions to increase tourism and to market Tri -Valley as a <br /> tourist, meeting and event destination. <br /> Budget: The total TVTBID annual budget for each year of its five (5) year operation is <br /> anticipated to be approximately $1,520,000. <br /> Cost: Assessment rates are a flat $2.00 per occupied room per night on short term (stays <br /> less than 31 days) stays in lodging businesses. This assessment shall not increase in <br /> years one through three. In years four and five, the assessment may be increased up <br /> to an additional ten cents ($0.10) per occupied room per night. Based on the benefit <br /> received, assessments will not be collected on stays of more than thirty (30) <br /> consecutive days, nor on stays by government employees on government business. <br /> Assessments pursuant to the TVTBID shall not include room rental revenue <br /> resulting from stays pursuant to contracts executed prior to adoption of the <br /> Resolution of Formation renewing the TVTBID. <br /> Formation: TBID renewal requires submittal of petitions from lodging businesses representing <br /> more than 50 of the total annual assessment followed by a Pleasanton City Council <br /> hearing and an opportunity for a written protest. The assessed lodging business <br /> owners will receive notice of the public hearing by mail. If there is a majority written <br /> protest, the TBID will not be renewed. <br /> Duration: The proposed TVTBID will have a five (5) year life. Once per year beginning on the <br /> anniversary of the formation of the district there is a 30 day period in which owners <br /> paying more than 50 °/0 of the assessment may protest and terminate the district. <br /> Tri Valley Tourism Business Improvement District Management District Plan Page 2 <br />
