Councilmember McGovern asked and Mr. Smith confirmed that, as part of the property tax bill, <br /> these improvements could be tax deductible. <br /> Mr. Smith stated that the program will begin accepting applications in June. Staff feels all <br /> elements of the program are built correctly and expect it to be a great advantage for the City <br /> and its residents. <br /> Councilmember McGovern asked if there is any information on how the Solar Cities program <br /> has benefited the City. Mr. Smith said it has been very successful and is currently in the process <br /> of being reinvented. He expected this financing program would increase participation further. <br /> To Councilmember McGovern's earlier question, Mr. Fialho advised that improvements may not <br /> be tax deductible because they do not impact the property's assessed value. Councilmember <br /> McGovern noted that they would increase the value of the home. Mr. Fialho confirmed but <br /> explained that it may be itemized on the property tax bill as the purchase of equipment, in which <br /> case it does not impact assessed value and is not tax deductible. <br /> Councilmember Sullivan said this program addresses two of the primary barriers to increasing <br /> energy efficiencies in residential and small commercial properties. He said the melding of <br /> financing with efficiency and contractor standards is a huge leap for the City, the environment, <br /> and the green jobs market. <br /> MOTION: It was m/s by Sullivan /Hosterman to adopt Resolution No. 10 -341 authorizing the City <br /> of Pleasanton to participate in the CaliforniaFirst program offered by the California Statewide <br /> Communities Development Authority.
