THE CITY OF 4
CITY COUNCIL AGENDA REPORT
PLE ASANTON.
April 20, 2010
Community Development
Engineering Division
TITLE: ACCEPTANCE OF PUBLIC IMPROVEMENTS PERFORMED BY
CUPERTINO ELECTRIC, INC. FOR THE INSTALLATION OF
PHOTOVOLTAIC PANELS AT THE PLEASANTON OPERATIONS
SERVICES CENTER, CIP NO. 098041
SUMMARY
Construction of the Pleasanton Operations Services Center Solar Project is complete
and ready for acceptance. The subject project consisted of the installation of a 360 kW
Photovoltaic System, located on the roof of four City -owned buildings at the Pleasanton
Operations Services Center (OSC).
RECOMMENDATION
1. Accept the improvements for the project.
2. Authorize the City Clerk to file a Notice of Completion for the subject project.
3. Authorize payment of the retention in the amount of $164,933.27 to Cupertino
Electric, Inc., thirty days after recordation of the Notice of Completion. This
represents the full retention of $167,718.80, less costs for City permits in the
amount of $2,785.53.
4. Transfer funds from the Facility Renovation Fund in the amount of $282
to cover expenses for this project that exceeded the pre- approved budget
amount.
FINANCIAL STATEMENT
The total cost of this project was $1,681,068, which includes the original base bid, City
permits, and locks for the system. The contractor is responsible for paying the cost of
the City permits, as per the contractor's submitted proposal. Staff has agreed with the
contractor to withhold the permit amount ($2,785.53) from the final retention check.
Staff recommends transferring $282 from the Facilities Renovation Fund to cover the
remaining cost of the locks. Funding and expenditures are summarized in
Attachment 1.
The California Solar Initiative rebate will be $637,000 for this project and will help to
offset the costs. Payments for the rebate are made on a monthly basis over a five year
period following system installation. This would equate to $10,616 per month rebated to
the City for five years. As a result, the net cost of the system is $1,044,000.
