with the Governor's recent appeal for California residents to reduce water usage by 20 percent and a water shortage emergency continues to be in effect throughout California. Currently the single family residential (individually metered) water consumption tiers are as follows: Tier 1 0 -30Ccf Tier 2 31 -75Ccf Tier 3 Over 75Ccf These tiers were developed in the late 70's based on the residential customers average dry weather (summer) water consumption of 30Ccf and wet weather (winter) water consumption of 75Ccf. Based on a review of water consumption data for the 2008/09FY for all single family residential (individually metered) customer accounts, the residential customer's average water consumption in the wet weather months (winter) is 20Ccf which reflects water used only inside the home and during the dry weather months (summer) is 60Ccf with an overall average water consumption year round of 40Ccf. In order to further encourage water conservation, staff worked with its water rate consultant to develop a fourth tier water rate structure that encourages water conservation. The proposed rate structure takes all of this information into consideration including encouraging water conservation. The proposed rate structure is as follows: Tier 1 0 -20Ccf Tier 2 21 -40Ccf Tier 3 41 -60Ccf Tier 4 over 60Ccf Individually Metered Single Family Rates The following tables present the current rates for individually metered single family residential customers and the proposed water rates.
