Comparison of Water and Sewer Rates with Other Jurisdictions <br /> For water and sewer user fees, the analysis has shown the need for an approximately <br /> 12.57% water rate increase (depending on customer classification and water <br /> consumption) effective August 1, 2010. It is also proposed for sewer rates to be <br /> adjusted annually starting July 1, 2011 by the increase in CPI and water rates to have <br /> the ability to pass through all Zone 7 water rate increases in the future plus an annual <br /> CPI increase starting January 1, 2011 on distribution costs and meter charges. As <br /> reflected on page 1 of this report, this action represents a cumulative water and sewer <br /> rate adjustment for the average single family residential customer of approximately <br /> 7.27 <br /> The final step in the analysis and development of the rates is how Pleasanton's water <br /> and sewer rates compare to other agencies that provide similar services. <br /> Water <br /> Table 10 provides a comparison of our current and proposed water rates to the <br /> surrounding jurisdictions. They are listed by <br /> most expensive to least expensive annual water bill for a residential customer based on <br /> annual consumption of 20Ccf per month or 40Ccf per bi- monthly period. Our average <br /> residential customer uses 20 Ccf per bi- monthly period in the winter months and 60 Ccf <br /> per bi- monthly period in the summer months for an overall average of 40 Ccf per bi- <br /> monthly period per year. Even with a 12.57% rate increase in water consumption rates, <br /> Pleasanton will still be the least expensive water agency as compared to these nine <br /> agencies. <br /> Page 17 of 19 <br />
