Summary of Street Resurfacing Project <br /> OGAC: Open Graded Asphalt Concrete overlay (Open Graded Asphalt Concrete reduces traffic <br /> noise and enhances skid resistance /drainage) <br /> OL /F: Overlay with fabric (conventional asphalt concrete) <br /> SAMI: Stress Absorbing Membrane Interlayer (consisted of placing a 3/8" layer of asphalt- rubber <br /> binder and aggregate pre- coated with paving asphalt, called rubberized chip seal, and then placing <br /> a new surface course of 1.5" to 2" thick of asphalt concrete. <br /> Budget <br /> This project was authorized by the City Council as part of the 2009 -2010 Capital <br /> Improvement Program, with an approved budget of $2,250,000. The budget includes <br /> funding from Gas Tax, Proposition 1 B, Measure B and General Fund sources. At the <br /> time of the Contract Award, it was known that some of the funds could be reduced or <br /> delayed due to the State's budget crisis. Actual receipts are being used in the budget <br /> reports to account for this eventuality. Staff anticipates the delayed funds due to the City <br /> will be received before the end of the current fiscal year. When they are received, they <br /> will be transferred into CIP No. 095003. <br /> Remaining funds from last year's Annual Resurfacing project, CIP No. 085003, in the <br /> amount of $419,116 were transferred into this project as authorized by City Council on <br /> August 13, 2009. Therefore, the total available funding for this project was $1,801,008. <br /> Actual project expenses included $64,810.26 in change orders resulting primarily from <br /> increases to contract quantities of sub drain, base repair, and asphalt concrete. One <br /> contract change order in the amount of $24,000 was for the replacement of six rubber <br /> speed lumps with six new asphalt concrete speed lumps on Crellin Road. This cost was <br /> originally budgeted as a separate CIP project, Crellin Road Speed Lump Replacement, <br /> CIP No. 095033. This work was performed under the resurfacing contract for efficiency <br /> and cost effectiveness purposes. The project was completed for a total cost of <br /> $1,709,569. The balance remaining in the project budget is $115,439.
