i. to preserve and enhance pleasanton's heritage, <br /> <br /> ii. to' give character and identity to this <br /> community. <br /> <br /> iii. to make a wider range of shoDDing, <br /> dining and community events 'available to <br /> our citizens, <br /> <br /> iv. to provide employment for our residents, <br /> <br /> v. to create opportunities for new businesses, <br /> <br /> vi. and increase tax revenues for the provision <br /> of public services. <br /> <br /> 2. The City Council finds that businesses lying <br /> within the business and improvement area will be <br /> benefitted by the expenditure of the funds <br /> raised by the charges proposed to be levied. <br /> Specifically, the Council finds that the two <br /> benefit zones accurately reflect increased <br /> benefits to be received bas.ed upon proximity <br /> to Main Street. <br /> <br /> 3. Council further finds that the two classifications <br /> accurately reflect the increased benefits <br /> received by retail businesses and that certain <br /> high volume, low profit margin retail businesses <br /> are aDproDriatelY excluded from the retail <br /> class{fic~tion (i.e. grocery stores and <br /> service stations). <br />Section 12: Power to Contract. The Council may contract from <br /> time to time with a 'non-profit tax'exemDt corporation, <br /> the purpose of which, shall be to carry out the <br /> purposes for which this charge is levied and as herein <br /> provided in this ordinance. In event such agreement is <br /> made, it shall provide that said corporation shall <br /> present a budge~ of proposed expenditures and purposes <br /> to the city manager, for investigation and report to <br /> the Council upon the advisability and feasibility of <br /> the proposed expenditures and improvement. s. Upon <br /> approval of said budget requests, the Council shall <br /> allocate and direct payment of such amounts as it <br /> shall determine to said contracting agency by the <br /> City Finance Office. <br /> <br /> Section 13: Collection of Charges. <br /> a. The charges provided by this ordinance shall <br /> be collected at the same time and in the same <br /> manner and with the same penalties as is provided <br /> in the Code of the City of pleasanton for the <br /> collection of business license taxes, except as <br /> provided in subsection (b). <br /> <br /> -4- <br /> <br /> <br />
