i. to preserve and enhance pleasanton's heritage, ii. to' give character and identity to this community. iii. to make a wider range of shoDDing, dining and community events 'available to our citizens, iv. to provide employment for our residents, v. to create opportunities for new businesses, vi. and increase tax revenues for the provision of public services. 2. The City Council finds that businesses lying within the business and improvement area will be benefitted by the expenditure of the funds raised by the charges proposed to be levied. Specifically, the Council finds that the two benefit zones accurately reflect increased benefits to be received bas.ed upon proximity to Main Street. 3. Council further finds that the two classifications accurately reflect the increased benefits received by retail businesses and that certain high volume, low profit margin retail businesses are aDproDriatelY excluded from the retail class{fic~tion (i.e. grocery stores and service stations). Section 12: Power to Contract. The Council may contract from time to time with a 'non-profit tax'exemDt corporation, the purpose of which, shall be to carry out the purposes for which this charge is levied and as herein provided in this ordinance. In event such agreement is made, it shall provide that said corporation shall present a budge~ of proposed expenditures and purposes to the city manager, for investigation and report to the Council upon the advisability and feasibility of the proposed expenditures and improvement. s. Upon approval of said budget requests, the Council shall allocate and direct payment of such amounts as it shall determine to said contracting agency by the City Finance Office. Section 13: Collection of Charges. a. The charges provided by this ordinance shall be collected at the same time and in the same manner and with the same penalties as is provided in the Code of the City of pleasanton for the collection of business license taxes, except as provided in subsection (b). -4-
