Janet Cristiano said she spoke in favor of the proposal the entire time, is thrilled to see the changes, and asked for an explanation of what "current resident" means. She hoped it means the current resident at the time the lots are ready to be sold. There being no further speakers, the public hearing was closed. Mr. Roush said the applicable provisions apply only to those people who are current residents today, the concept being that when they moved into the park they had certain expectations knowing what was there. Therefore, it is fair they would get the benefit of this, whereas, someone else coming into the park at a later time would be knowledgeable about the new rules and these particular provisions would not apply. Having said this, with respect to the year 2020, if that person is a lower income household, state laws will apply to that person regardless if they are there today or whether they moved in 2019. This may not be the situation for someone who is a non -low income household. Vice -Mayor Thorne added his thanks to Mr. Guggenheim and residents for making this a positive project. As a senior citizen, he understood and felt the concerns and fears of residents. This was the reason he voted originally to deny the request, and he is pleased with the way it has worked out. Councilmember Sullivan said it is nice when things work well and people are happy in the end and thanked Mr. Guggenheim for his courageous comments, acknowledged the conflicts on both sides of the issue and fortunately people had a better idea about how to do this. The participation by all parties proved to be extremely beneficial, and he thanked the neighbors who were willing to work on the matter. MOTION: It was m/s by Hosterman /McGovern to adopt Resolution No. 10 -342 approving the application for a vesting tentative map regarding the conversion of the Vineyard Villa Mobile Home Park and approval of a settlement agreement. Motion passed by the following vote: Ayes: Councilmembers Cook- Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman Noes: None Absent: None The Council took at 5 minute break and thereafter reconvened the regular meeting. MATTERS INITIATED BY COUNCIL Councilmember Sullivan questioned Council's interest for endorsing or adopting a model resolution for the California Fair Election Act; Proposition 15, as presented by Mr. Ely. After a brief discussion, Mayor Hosterman confirmed that the City Manager would provide the proposition to Councilmembers, the City Attorney would provide analysis at the next Council meeting, and determine Council support to place the item on a future agenda. Vice -Mayor Thorne asked for clarification on the restrictions concerning the Council's ability to comment or provide feedback under the public comment portion of the agenda. City Attorney Jonathan Lowell said the law prohibits public resources being used for campaigning purposes, and sitting at a meeting at the dais is a use of public resources.
