BACKGROUND <br /> The City of Pleasanton must submit grant applications for federal Jobs for Main Street <br /> Act of 2010 funding to the MTC through the Alameda County Congestion Management <br /> Agency (ACCMA). The first step in the federal grant process is to have City Council <br /> adopt the attached resolution to authorize the grant funding application. <br /> On December 16, 2009, the House passed a $154 billion Jobs Bill (HR2847). However, <br /> the Jobs Bill is pending final approval from the Senate. The "Jobs for Main Street Act of <br /> 2010" is part of this Jobs Bill and includes $36.7 billion for highway, transit and other <br /> programs aimed at creating jobs and helping those hit hardest by the recession. The <br /> allocation amount to local agencies for eligible federal aided local streets and roads <br /> projects utilizing the Jobs Bill funding is unknown at this time. For grant application <br /> purposes, the funding level from the previous regional American Recovery and <br /> Reinvestment Act of 2009 (ARRA) of $1,588,105 is being used. <br /> In order to meet the program guidelines and restricted timeline, three eligible federal <br /> aided routes in Pleasanton were chosen for pavement rehabilitation under the federal <br /> Jobs for Main Street Act of 2010. These routes include 1) Foothill Road between <br /> Canyon Way and Muirwood Drive (north end); 2) Johnson Drive between Stoneridge <br /> Drive and Commerce Circle; and 3) Valley Avenue between Bernal Avenue and <br /> Hopyard Road. These three roadway sections are in need of repairs. The project will <br /> consist of resurfacing approximately 860,000 square feet of roadway with Type B or <br /> Open Graded asphalt concrete overlay construction. This project also includes base <br /> repair, replacing damaged concrete curb and gutter, replacing existing non compliant <br /> ADA curb ramps, adjusting appurtenances to grade, and installing pavement markers, <br /> new bike lanes, sub drains, roadway legends, striping, and traffic loops. <br /> The attached resolution and associated funding allocation may not be the only <br /> opportunity the City will have to benefit from the Federal Stimulus Package.
