SCOPE OF SERVICES <br /> Task 1. Extra Service Provided During Construction and Year 1 Mitigation Monitoring and <br /> Reporting <br /> Mosaic Associates provided the following out -of -scope services at the request of City of <br /> Pleasanton staff: <br /> 1. In 2008 we performed out -of -scope services, including biological survey and agency <br /> coordination re potholing (March 2008), agency correspondence re expansion of work <br /> area for temporary stockpiling of soils (July 2008), revisions to the Mission Creek <br /> planting plan (Oct 2008), team coordination and revisions to Arroyo del Valle plan due to <br /> reduced area of construction disturbance (Nov Dec 2008). <br /> 2. Additional out of scope service was provided in 2009 and in Jan 2010, including team <br /> coordination and multiple site visits to confirm status of mitigation sites, and describe <br /> outstanding work items for the contractor. We also prepared the wetland tracker form for <br /> the RWQCB which was billed to the contract, although we had not budgeted for it. We <br /> charged service to Year 1 that should have been charged to team coordination. <br /> 3. We paid for soils tests ($720) during construction that hadn't been included in the budget. <br /> It was more efficient for us to do that rather than put it on the contractor because we were <br /> then able to address soil amendments in the bid package. <br /> Out -of -scope services provided totaled $3687.04. <br /> Task 2. Year 2 Mitigation Monitoring and Reporting (2010) <br /> Mitigation monitoring will be conducted consistent with the Bernal Bridge On -site Wetland and <br /> Riparian Mitigation and Monitoring Plan (Bernal MMP, Mosaic Associates February 2008) and <br /> the Mission Creek Wetland and Riparian Mitigation and Monitoring Plan (Mission Creek MMP, <br /> March 2008). Biological performance -based monitoring of the wetland and riparian mitigation <br /> sites will be conducted during not more than three site visits per year. We will notify the City <br /> and the landscape contractor of the need for maintenance activities to help ensure good site <br /> performance, but the landscape contractor or City staff will be responsible for active site <br /> management and maintenance, including routine site visits to operate and maintain the irrigation <br /> system and implement weed control and other cultural requirements. We will collect data on <br /> plant survival, height and vigor, and cover at both sites, and hydrologic data at the Mission Creek <br /> site. We will make qualitative assessments of site performance, and will communicate findings <br /> in mitigation monitoring memos following site visits. <br /> Balance Hydrologics will continue to carry out the hydrologic monitoring plan described in the <br /> Mission Creek MMP. Balance will conduct field visits every 6 weeks to download water level <br /> and conductivity data from continuous recording dataloggers in the mitigation wetland and in the <br /> Mission Creek diversion structure, and to conduct manual measurements of water level, water <br /> temperature, inflow from Mission Creek, and specific conductance.
