THE CITY OF 7 <br /> CITY COUNCIL AGENDA REPORT 7 <br /> PL£ASANTONo <br /> March 16, 2010 <br /> Operations Services <br /> TITLE: APPROVE A SOFTWARE LICENSE AND PROFESSIONAL SERVICES <br /> AGREEMENT WITH CONTINENTAL UTILITY SOLUTIONS, INC. (CUSI) <br /> FOR THE PURCHASE AND INSTALLATION OF A UTILITY <br /> BILLING /MANAGEMENT SOFTWARE TO REPLACE THE CURRENT <br /> BILLSTAR SYSTEM <br /> SUMMARY <br /> The Utility Billing Division of the Operations Services Department (OSD) processes the <br /> water and sewer billing for all residential and commercial customers within the City of <br /> Pleasanton and approx 175 residential customers within the town of Sunol. It is a <br /> combined bill that is processed weekly, among eight separate meter reading /billing <br /> cycles and results in a bi- monthly billing cycle per customer. Total accounts within the <br /> current system include over 21,500 residential, commercial and irrigation accounts. <br /> There is currently a three -tier billing structure for residential water customers. The <br /> system also monitors and regulates backflow tests for over 2,000 devices within the <br /> City. The software currently in use in Utility Billing does not meet the current or future <br /> needs of the City. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute the Standard Software License and Services <br /> Agreement with CUSI in the amount of $199,900 for the purchase and implementation <br /> of the UMS.net utility billing software <br /> FINANCIAL STATEMENT <br /> The initial purchase of this software will be funded through the Water and Sewer <br /> Enterprise Fund. All maintenance and technical support is provided at no cost during <br /> the first year. Beginning the second year of the agreement, the annual maintenance <br /> cost will be $19,400 per year funded out of the Utility Billing Operating Budget. <br />
