I- 680/Norris Canyon Express Bus /Carpool On- and Off -Ramps <br /> TVTC Lead Sponsor: <br /> City of San Ramon <br /> Lead Agency: <br /> Contra Costa Transportation Authority <br /> Other Involved Parties: <br /> Caltrans, County Connection, Southwest Area <br /> Transportation Committee (SWAT) <br /> Project Description: <br /> In 2003, the I -680 Investment Options Analysis <br /> Study was approved by the Contra Costa <br /> Transportation Authority. The Study was a <br /> planning- oriented effort involving the qualitative <br /> analysis of a number of potential investment <br /> options. A full range of multi -modal options were <br /> consistent for the I -680 corridor. In response to <br /> community concerns, however, these options <br /> excluded the addition of mixed flow lanes on I -680 <br /> and the construction of at- or above -grade facilities <br /> along the Iron Horse Trail. The Iron Hose Trial <br /> runs north -south along the I -680 corridor. It is an <br /> abandoned rail right -of -way, which has been <br /> transformed into a multi purpose <br /> bicycle /pedestrian trail. The Study identified 14 <br /> options, including: 1) BART Underground; 2) BART I -680 Median; 3) BART Parallel <br /> Corridor Above Ground; 4) BART DMU I -680 median; 5) Light Rail in the I -680 median; 6) <br /> Light Rail west of I -680; 7) Light Rail East of I -680; 8) Phased Busway to Light Rail; 9) Busway <br /> in 1 -680 median; 10) 1 -680 bus lane on shoulder; 11) Express Bus Focus Package; 12) HOV <br /> Focus Package; 13) HOT Median Lens and 14) HOV to HOT lane conversion. The initial <br /> options were then screened to identify a subset of alternatives for further analysis. Ultimately <br /> five options were selected for further study, including: 1) BART from Walnut Creek to the <br /> proposed West Dublin BART; 2) Light Rail Transit from Walnut Creek to Dublin Pleasanton <br /> BART; 3) Light Rail Transit from Walnut Creek BART along the I -680 median through <br /> Bollinger Canyon Road/Dougherty Valley to Dublin Pleasanton BART Station; 4) HOV <br /> Facilities /Express Bus Package; and 5) HOV to HOT Lane Conversion. <br /> A qualitative evaluation was then conducted on these investment options. This evaluation <br /> examined estimated costs, travel time impacts, potential mode shift, markets served, <br /> connectivity, construction impacts, potential environmental impacts, conflicts with other traffic, <br /> and constructability issues. As a result of the evaluation, the HOV Facility/Express Bus <br /> package was selected as the preferred option to be pursued further as part of the Measure C <br /> Kitnley -Horn and Associates, Inc.
