of the mitigation measure discussed above as it requires the preparation of a <br />CTS Mitigation and Monitoring Plan and the acceptance of that plan by the City <br />and United States Fish and Wildlife Service (USFWS) for review and approval <br />prior to the City Council's action on the first Final Subdivision Map. The <br />Mitigation Monitoring and Implementation Program shall be implemented by the <br />City of Pleasanton on all grading plans, improvement plans, and other <br />construction documents for this development. <br />The Environmentally Superior Project's potential impacts related to California <br />tiger salamander movements to offsite breeding habitats from direct mortality will <br />mitigated to less-than-significant levels through the implementation of the Hearst <br />Drive wildlife crossing features described in the EIR. <br />(ii) Remaining Impacts. <br />Any remaining impacts related to CTS habitat will be less than significant. <br />2. Loss of California Red-Legged Frog (CRLF) and its Habitat (DEIR, pp. 105, <br />113-114 and 359/360; Condition 9b and 9f of PUD-33; MM/P D~. <br />a. Potentiallmpact. <br />The Original Project's potential impacts related to the disturbance or removal of upland <br />or dispersal habitat of CRLF are discussed in the DEIR at page 105 and the <br />Environmentally Superior Project's impacts are discussed at page 359. <br />b. Mitigation Measures. <br />The following mitigation measure is hereby adopted and will be implemented as <br />provided for in the Mitigation Monitoring and Implementation Program: <br />Implement Oak Grove Planned Unit Development (PUD-33) Mitigation <br />Measure D2. <br />c. Findings. <br />Based on the EIR and the entire record before the City, the City finds that: <br />(i) Effects of Mitigation. <br />The Environmentally Superior Project's potential impacts related to the CRLF habitat <br />will be mitigated to less-than-significant levels through the implementation of the <br />mitigation measure discussed above as it requires the preparation of a CRLF Mitigation <br />and Monitoring Plan and the acceptance of that plan by the City and United States Fish <br />and Wildlife Service (USFWS) for review and approval prior to the City Council's action <br />on the first Final Subdivision Map.
