municipal financing of renewable energy, energy efficiency and water efficiency <br /> improvements through the CaliforniaFIRST Program, (2) authorizes CSCDA to conduct <br /> assessment proceedings and levy assessments against the property of participating <br /> owners within our boundaries, and (3) authorizes miscellaneous related actions and <br /> makes certain findings and determinations required by law. CSCDA will undertake a <br /> judicial validation proceeding as part of its initiation of the CaliforniaFIRST Program. <br /> Exhibit A to Attachment 1 is a form of Resolution of Intention to be adopted by CSCDA <br /> and is provided for informational purposes only and does not require action by the City <br /> Council. <br /> The resolution also authorizes payment of a set -up fee to cover legal, procedural, and <br /> technology costs associated with the CaliforniaFIRST Program. Those fees total <br /> $20,000 if not all Alameda County jurisdictions join CaliforniaFIRST. If all other <br /> Alameda County jurisdictions do join CaliforniaFIRST, the City's fees will total $15,625. <br /> It should also be noted that CSCDA in collaboration with Sacramento County is <br /> submitting a grant application to the California Energy Commission (which Council is <br /> being asked to support in a separate agenda item) that would eliminate all set -up fees <br /> for the City if it is successful. Therefore, the $20,000 set -up fee total that would be <br /> authorized in the resolution should be viewed as the worst -case maximum cost for the <br /> City to participate in CaliforniaFIRST. Also, the City has included the cost of setting up <br /> the finance district in its Energy Efficiency Conservation Grant funding from the <br /> Department of Energy ARRA funding which is pending approval.
