THE CITY OF 8 <br /> CITY COUNCIL AGENDA REPORT 8 <br /> pLE ASANTON® <br /> February 16, 2010 <br /> Operation Services <br /> TITLE: ADOPT A RESOLUTION AUTHORIZING THE CITY OF PLEASANTON TO <br /> PARTICIPATE IN THE CALIFORNIA ENERGY COMMISSION'S STATE <br /> ENERGY PROGRAM (SEP 1 AND SEP 2) <br /> SUMMARY <br /> City staff has been working with neighboring cities, county agencies, and regional <br /> organizations to secure funds made available from the State Energy Programs (SEP) <br /> being administered by the California Energy Commission. Two primary program <br /> components include SEP 1, which allows local governments to form assessment <br /> districts that enable property owners to install renewable energy and energy efficient <br /> improvements on their properties and pay for the improvements over time consistent <br /> with AB811, and SEP 2, which implements the California Comprehensive Residential <br /> Building Retrofit Program intended to create jobs and stimulate the economy through a <br /> comprehensive program to implement energy retrofits in existing residential buildings. <br /> The Association of Bay Area Governments (ABAG) is coordinating the SEP 2 grant <br /> program for Alameda County and the other eight Bay Area counties as part of Bay Area <br /> Retrofit. In addition, Staff is recommending adoption of resolutions that will enable the <br /> City to participate in these programs. <br /> RECOMMENDATION <br /> 1. Adopt A Resolution Authorizing Sacramento County to Act as Lead Applicant <br /> for a Municipal Financing Program Grant on Behalf of the City of Pleasanton <br /> (Attachment 1). <br /> 2. Adopt Resolution Authorizing Association of Bay Area Governments to Act as <br /> Lead Applicant for a California Comprehensive Residential Building Retrofit <br /> Grant on Behalf of the City of Pleasanton (Attachment 2). <br /> FINANCIAL STATEMENT <br /> Participation in these grant applications will not require a commitment of City funds. <br /> Also, because other entities will administer the grant funds, staff administrative costs will <br /> be minimal. <br />
