Councilmember McGovern asked if undergrounding has been considered. Mr. Quint confirmed <br /> that comments have been received in that vein, particularly with respects to areas along El <br /> Charro Road and Staples Ranch. <br /> Councilmember McGovern added her support, stating that undergrounding could significantly <br /> mitigate concerns over visual, noise, and vibration impacts. She asked if Mr. Quint foresees the <br /> need to exercise eminent domain in any areas. Mr. Quint said it is possible but that BART <br /> always prefers to work with willing sellers. He deferred to the DEIR for greater detail on the <br /> parcels affected by each alternative. <br /> Councilmember McGovern asked if there are any narrow rights of way in Pleasanton that could <br /> be of concern. Mr. Quint said there are none he is aware of but that there could be impacts <br /> between the quarry and Arroyo Mocho through the Chain of Lakes, as well as a median <br /> travelling east on 1 -580. <br /> Councilmember McGovern noted and Mr. Quint acknowledged that past discussions indicated <br /> the fifth lane of 1 -580 would encroach on some of the housing in the Pimlico area. She said that <br /> Union Pacific (UP) has not historically allowed use of its right of way and asked if BART has <br /> already begun discussions with them on that. Mr. Quint admitted that it is a concern. He said <br /> BART has purchased right -of -way from UP in the past, but that an August meeting indicated <br /> that a similar program here would not be acceptable at this point. <br /> Councilmember McGovern said the Chain of Lakes is an environmentally sensitive area, asked <br /> if BART has spoken with Zone 7, and if any concerns with the aerial structures were raised. Mr. <br /> Quint said a representative has been working with them for some time and that he is meeting <br /> with the Zone 7 Board tomorrow. <br /> Councilmember McGovern indicated interest in an intermodal transit hub and asked if that has <br /> been considered for locations aside from Greenville. Mr. Quint said that each station, with the <br /> exception of Isabel /I -580 has the potential for intermodal transit. He said one of the concerns <br /> has been whether or not the Altamont Commuter Express will make improvements through the <br /> pass that may be slightly further south than the proposed stations. He said high speed rail is <br /> currently conducting an Altamont corridor environmental impact statement to look at high speed <br /> compatible service within the ACE corridor and that BART is working with them to coordinate <br /> potential intermodal station locations. <br /> Councilmember McGovern asked if BART is considering an extension into Tracy and San <br /> Joaquin County in the future. Mr. Quint explained that a potential extension to Tracy was <br /> studied before this process began. He said that it ultimately seemed premature given the costs <br /> that would need to be assumed outside of the BART district. He noted that the regional rail plan <br /> only envisions BART connecting to ACE and Livermore at this point, but did leave the possibility <br /> open for the future. <br /> Councilmember McGovern said she is most interested in following how these different forms of <br /> transit are connected, as well as how the City of Livermore progresses through this process. <br /> Mayor Hosterman noted that both she and Councilmember Thorne have heard and commented <br /> on this presentation before. <br /> Councilmember Thorne said he has already expressed his concerns at earlier meetings and <br /> Councilmember McGovern asked him to expound. He said his concerns focus on those already <br /> stated, particularly with respects to Staples Ranch.
