Public Comment <br /> Kathy Dowding said the majority of the United States population is theoretically opposed to the <br /> wars in Iraq and Afghanistan but are clearly not doing enough to express it. She asked the <br /> Council to consider what more it can do to represent these feelings and read the names of the <br /> 22 American soldiers killed since she last attended a meeting. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 10. Presentation by Bay Area Rapid Transit (BART) regarding the Draft Program <br /> Environmental Impact Report (DEIR) for the proposed extension of BART from the Dublin/ <br /> Pleasanton Station to Livermore <br /> Mr. Bocian stated that BART released its DEIR for the proposed extension of its rail service to <br /> Livermore. The DEIR includes 9 rail alignment alternatives originating in the Interstate 580 <br /> median at the current Dublin BART station and traveling eastward through Pleasanton and <br /> terminating at various and as yet- to -be- determined locations in Livermore. Five of the <br /> alternatives would run on El Charro Road near the eastern side of Staples Ranch and along the <br /> eastern edge of the East Side Specific Plan area shown in the General Plan. He stated that the <br /> circulation of the DEIR to agencies and interested members of the public will continue through <br /> January 21, 2010 and there will be a public workshop in the City's Council Chamber on January <br /> 6, 2010 at 6:30 p.m. Once all public comments are received, BART staff will prepare responses <br /> to those comments. He introduced BART Director John McPartland and Malcolm Quint, <br /> Manager of Travel Demand Planning. <br /> Mr. Fialho clarified that the January 6, 2010 public hearing is not a Council meeting, but rather a <br /> BART sponsored public hearing. He encouraged the public to attend and share comments and <br /> assured the Council he would work with BART in terms of noticing the meeting. <br /> Mayor Hosterman said it is also important to note that because the DEIR is quite substantial, <br /> outside counsel has been obtained to assist with digesting the document and preparing <br /> comments. <br /> City Council Minutes Page 2 of 13 December 15, 2009 <br />
