Mayor Hosterman said it has been equally important to her as well and said to date, each <br /> Councilmember has had the opportunity to serve a term as Vice Mayor. She said her additional <br /> commitments require the support and coverage that Councilmember Thorne has the ability to <br /> provide. <br /> Councilmember McGovern said her issue is not based on Councilmember Thorne or the job he <br /> does but that Councilmember Sullivan also does a wonderful job. <br /> MOTION: It was m/s by Hosterman /Cook Kallio to approve the City Council Committee /Board <br /> Assignments. Motion passed by the following vote: <br /> Ayes: Councilmembers Cook Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: None <br /> Councilmember Sullivan said he would support the motion because he believes Councilmember <br /> Thorne will perform well as Vice Mayor. He noted that he did email both the Mayor and City <br /> Manager requesting that he be appointed as it was his turn and received no response until this <br /> meeting. <br /> Councilmember McGovern said she could support the Committee assignments but not the Vice <br /> Mayor appointment. She assured the Council that her feelings have nothing to do with the <br /> person or the position, only that each of them serve equally and each Councilmember deserves <br /> the chance to serve when it is their time. Mayor Hosterman said she agreed, but that <br /> Councilmember Thorne is much better able to work daytime meetings into his schedule. <br /> Councilmember McGovern noted that she does not work full time and yet was not asked to <br /> serve. She said this sets a precedent for political appointments and preferred the rotational <br /> assignment. <br /> Councilmember Sullivan thanked her for her comments and support and said it is important to <br /> realize that this is a political appointment and has nothing to do with fairness or workload <br /> sharing. <br /> MOTION: It was m/s by Hosterman /Cook Kallio to approve the appointment of Vice Mayor for <br /> Calendar Year 2010 <br /> Ayes: Councilmembers Cook Kallio, Sullivan, Thorne, Mayor Hosterman <br /> Noes: Councilmember McGovern <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember McGovern asked when growth management issue would be before the Council. <br /> Mr. Fialho said early in 2010. <br /> Councilmember McGovern requested an update on the actions of the Tri- Valley Transportation <br /> Council (TVTC). Councilmember Sullivan noted his concerns about the direction TVTC is <br /> heading with its strategic expenditure plan, relative to SR84. <br /> Councilmember Cook Kallio thanked Michael Roush for his service as City Attorney, said he <br /> has done an excellent job and that she hopes to be able to call on him for advice in the future. <br /> She said the tone and legacy he has set have been wonderful for the city. <br /> City Council Minutes Page 12 of 13 December 15, 2009 <br />
