15. Presentation of Commendation to Valerie Ford <br /> Vice -Mayor Cook Kallio introduced Valerie Ford of the Parks and Community Services <br /> Department at Dolores Bengtson Aquatic Center. She cited Ms. Ford's accomplishments in the <br /> area of first aid, water safety instruction, and lifeguard training and recognized the commitment <br /> of the entire lifeguard team. She reported that on June 10, 2009 Ms. Ford observed a child <br /> attending the Harvest Park Middle School's Annual 6 and 7`" grade end of year party <br /> submerged in the center's 25 meter racing pool. Ms. Ford retrieved the then unconscious boy <br /> from the pool and, with the help of others, pulled him onto the pool deck where he recovered. <br /> Vice -Mayor Cook Kallio thanked Ms. Ford for the act of bravery and life- saving skills and read <br /> the Commendation. <br /> 16. Public Comment: None <br /> MATTERS INITIATED BY COUNCIL: None <br /> COUNCIL REPORTS: None <br /> ADJOURNED TO A JOINT WORKSHOP OF THE CITY COUNCIL AND KOTTINGER TASK <br /> FORCE for the purpose of reviewing and discussing the joint Predevelopment Report and Task <br /> Force recommendation to begin a development process for a new 150 unit low- income senior <br /> development at 240 Kottinger Drive. <br /> Assistant City Manager Bocian introduced the workshop item, previewed the predevelopment <br /> report, and advised the Council that if it feels it to be appropriate, it can take action on the <br /> recommendations laid out in the agenda report. He noted that, as the Mayor is absent from this <br /> meeting, the Council may choose not to take action this evening in favor of a subsequent <br /> meeting. <br /> Mr. Bocian stated that Kottinger Place is a 3.3 -acre 50 -unit low- income senior HUD public <br /> housing project which is owned by the City's Housing Authority, managed by Barcelon for the <br /> City of Pleasanton, and operates under an annual contribution contract with HUD. <br /> Pleasanton Gardens, located across the street, is a 40 -unit low- income senior housing HUD <br /> 236 Section 8 project. Pleasanton Gardens is owned by Pleasanton Gardens Inc., a non profit <br /> corporation, and operated by private staff. He noted that while Pleasanton Gardens has no legal <br /> ties with the City of Pleasanton, the two have historically worked closely with one another in <br /> terms of providing funding and joint projects. <br /> The Regalia House, a City owned recreational building located on Vineyard Avenue adjacent to <br /> Kottinger Park, is also considered as part of the predevelopment plan. Current rent levels for the <br /> two projects range from $25 to $584, with the current average rent around $260. 50% AMI, <br /> which is considered very low- income, is $893, and he noted that the current rents at each <br /> project are unique in the sense that they are significantly lower than what is typically seen in <br /> very low- income developments. <br /> In 2000, the City's Housing Commission commissioned a report from Sienna Development to <br /> consider the potential for rehabilitation of existing units or construction of additional units at <br /> Kottinger Place. The report concluded that rehabilitation would provide little benefit to the overall <br /> development and that the potential for several additional units would be ultimately insignificant. <br /> City Council Minutes Page 3 of 16 December 1, 2009 <br />
