Vice -Mayor Cook Kallio said she heard clear statements in favor of a policy statement <br /> surrounding Pleasanton Gardens and statements clearly opposed to market rate housing at the <br /> site. She said she would personally like to see that policy address the board's mission in terms <br /> of using that site for affordable senior services. <br /> Mr. Fialho confirmed and noted that if staff cannot prepare the recommendations before the <br /> next Council meeting, they item would return in January 2010. <br /> Councilmember McGovern recalled that HUD Home funding was discussed when she served <br /> on the Tri- Valley Affordable Housing Committee and asked if it has been considered for this <br /> project. Mr. Fialho said the approach would be similar to that used with the Parkview assisted <br /> living facility. He explained that the non profit developer selected for that project presented the <br /> preliminary plans as well as a range of financing options that relied on various funding <br /> opportunities. <br /> Councilmember Sullivan said Councilmember McGovern made a point that the Council may not <br /> choose to move forward with any project at all. He requested that staff return with a preliminary <br /> cost benefit analysis on rehabilitation versus redevelopment for both sites. <br /> Ms. Dennis said she was delighted to hear a Council consensus regarding future affordability <br /> uses for the Pleasanton Gardens site. She cautioned that the neighborhood residents have <br /> already expressed concerns regarding future plans and density for the site. She recommended <br /> a preliminary neighborhood discussion to get a sense of their feelings as well as a cost benefit <br /> analysis for any potential uses. She suggested that market rate housing could actually be <br /> supported by the neighborhood in some cases while still supporting the City's efforts on other <br /> sites. The financing of affordable housing may require a density that cannot be supported, <br /> stated that the Board was very concerned over the reactive feedback from some neighbors <br /> relative to what would happen with the site, and urged the Council to consider a broad range of <br /> options. <br /> Councilmember Sullivan said nothing is decided and that would certainly be part of the <br /> discussion. <br /> Vice -Mayor Cook Kallio said staff seemed clear on the Council's requests. She extended her <br /> thanks, on behalf of the entire Council, to the task force members for their hard work and <br /> sensitivity in terms of what they chose or chose not to put before the Council. The item was <br /> continued to either December 15, 2009 or a January 2010 Council meeting. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 9:54 p.m., with a tribute to our <br /> nation's men and women serving in the military.
