CITY COUNCIL OF TI-IE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, ALAMEDA <br /> <br /> ORDINANCE NO. 1875 <br /> <br /> AN ORDINANCE OF THE CITY OF PLEASANTON REPEALING <br />SECTIONS 11.20.010 AND 11.20.020 OF THE PLEASANTON MUNICIPAL <br />CODE AND ADOPTING A NEW SECTION 11.20.010 CONCERNING SPEED <br />LIMITS IN THE CITY OF PLEASANTON <br /> <br />THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS <br />FOLLOWS: <br /> <br />Section 1: <br /> <br />Sections 11.20.010 and 11.20.020 of the Pleasanton Municipal Code are hereby <br />repealed. <br /> <br />Section 2. Findings (Not to be codified). <br /> <br />The City Council hereby finds that the speed limits set forth in Section 11.20.010 <br />of the Pleasanton Municipal Code are based on engineering and traffic <br />investigations and studies as provided in the California Vehicle Code and the <br />Caltrans Traffic Manual in that, with certain exceptions set forth below, the speed <br />limits have been set at the critical speed (i.e., 85th percentile) or within five miles <br />per hour thereof. The only exceptions are for those portions of Stoneridge Drive <br />east of Santa Rita Road to Guzman Parkway. The Traffic and Engineering Survey <br />for those segments of Stoneridge Drive east of Santa Rita Road to Newton Way, <br />and between Newton Way and Guzman Parkway, would suggest that the critical <br />speed is 43 and 46 miles per hour respectively. As to those segments, the Council <br />finds and determines that the posted speed limit should be 35 miles per hour on <br />Stoneridge Drive east of Santa Rita Road to Newton Way, and should be 40 miles <br />per hour between Newton Way and Guzman Parkway, due to the following <br />factors, the existence of which may not be apparent to the reasonably prudent <br />driver: the presence of a church; the presence of an unfenced neighborhood park; <br />the presence of a private elementary school; the need for motorists who wish to <br />access the apathnents and other residential areas to make U-turns at Kamp Drive <br />and Newton Way; the numerous driveways from the apmhnent project onto <br />Stoneridge Drive; and the entry to the street that serves a public elementary <br />school. Accordingly, the speed limit for Stoneridge Drive east of Santa Rita Road <br />to Newton Way shall be 35 miles per hour, and the speed limit for Stoneridge <br />Drive between Newton Way and Guzman Parkway shall be 40 miles per hour, as <br />provided in Section 3 below. <br /> <br />Section 3 <br /> <br />Section 11.20.010 is hereby added to the Pleasanton Municipal Code to read as <br />follows: <br /> <br /> <br />
