Commissioner O’Connor stated that if it is for the benefit of the applicant, it should then <br />be optional. <br />Commissioner Pentin inquired that anyone who goes to the business license office <br />would be required to do something. <br />Commissioner Blank commented that they would not be required to do anything if they <br />meet Items A-G. <br />Commissioner Pentin stated that if an income is generated from the activity, it would be <br />considered a business. <br />Commissioner O’Connor inquired if people who rent out their houses were considered <br />business owners. <br />Ms. Harryman said yes. <br />Chair Pearce stated that she felt the business should be exempt and that getting a <br />zoning certificate should be optional. <br />Commissioner Narum stated that for whatever reason a business license is required, <br />she did not believe that it would be the same staff issuing the zoning certificate. <br />Mr. Dolan clarified that the Business License Division is part of the Finance Department. <br />Commissioner Blank stated that the applicants would go to Planning for a zoning <br />certificate, take it over to Business License to indicate that their business was <br />authorized, and then obtain a business license. <br />Commissioner Pentin stated that the key is if the business generates income, how the <br />income is created, and where it originates. <br />Commissioner O’Connor inquired if someone who has a second unit in the back yard <br />and receives a check from the tenant would be considered a business owner. <br />Ms. Harryman said yes. She noted that anything that generates an income is a <br />business. She added that people who rent homes is covered elsewhere under <br />landlords. <br />Commissioner Pentin agreed that any activity that generates an income, whether with <br />an invoice or not, would be considered running a business. <br />Commissioner Blank stated that one thing the Commission does not have is what <br />requires a business license.
