Commissioner Narum suggested language to indicate that children are not being <br />transported. <br />Commissioner Blank suggested excluding organized, competitive, and athletic items. <br />Commissioner Pentin noted that every child in martial arts is competitive. <br />Commissioner Narum stated that these types of activities should be distinguished in that <br />parents are not relying on the service for child care. <br />Commissioner Blank suggested taking some of the language from page 1 of the report <br />and indicated that “…where families rely on the facility for child care” could be <br />incorporated into some of the exclusions. <br />Commissioner Narum suggested transportation be identified. <br />Chair Pearce inquired what would happen in the summertime when children are driven <br />by parents to facilities and stay there for more than ten hours. <br />Commissioner Blank asked staff if they had a sense of what the Commission wanted. <br />Mr. Dolan clarified that the Commission wants parallel language to the other policy <br />relative to relying on it, which is related to whether you drop off or not, and the <br />Commission wants to delete the hours; the length of time children spend in the facility. <br />Commissioner Blank emphasized the reliance or expectation on the facility for child <br />care. <br />Commissioner Pentin inquired how this is determined, and Commissioner Narum <br />replied that it would depend on whether or not the children are picked up from school. <br />Commissioner Olson inquired if the Commission has dealt with the Hacienda issue, i.e., <br />if the Commission continues to have something in place that would prevent child care in <br />Hacienda. He noted that the point made is that there should not be a geographic <br />restriction within the City. He stated that he did not want child care restricted to a few <br />locations in the City. <br />Ms. Stern stated that calling it “child care” is a problem for the Hacienda PUD as it <br />stands right now, but that it could be fixed so it solves the outdoor recreation issue as it <br />talks about a programmatic equivalent. She noted that there are only a couple of <br />existing sites in Hacienda where calling it “child care: would be allowed. <br />Commissioner Blank noted that a Major Modification for Hacienda must be done in any <br />event.
