She believed it is important <br /> to hold the task force to a 12 month time limit, but suggested that period start following some <br /> participant education. In addition to general planning principles and TOD, she suggested that <br /> people be educated about RHNA, what those housing requirements are, and how they can be <br /> met. She said she liked the guiding principles very much and that some of the best solutions <br /> come from the collaboration of differing viewpoints with constraints on those decisions. She said <br /> it did not seem necessary for the task force to address the park's design guidelines as a whole, <br /> but hoped the committee could come up with ideas that are good enough to be applied <br /> throughout the park. <br /> John Dalrymple said he works for both the sheet metal and electrical workers union in Alameda <br /> County. He said that Pleasanton has hundreds of building trades members, nearly 30% of <br /> whom are currently out of work. He requested that the Council appoint a representative from the <br /> building trades to the advisory committee, stating that they would bring a unique experience to <br /> the table. He said that workers of both trades are currently involved in several TODs and are <br /> well versed in working closely with both city staff and the Council. He said these unions are <br /> committed to working with communities to help portions of their youth find a future through this <br /> type of development and reiterated his request for representation. <br /> Mayor Hosterman requested that Mr. Dalrymple ensure this representation on the advisory <br /> group, assuming the Council determines that task force appointments will not exceed 19. <br /> Mr. Dalrymple said he has already identified several long -term residents of this community who <br /> would be interested. He urged the Council to consider the timing of this project relative to the <br /> state of the market, so that developers will be able to catch the market in its presumed upswing. <br /> Garrick Anderson, Avila at Hacienda, concurred with Councilmember McGovern that the holiday <br /> and travel seasons make a 12 -month goal absurd. He said that BART is a tangential business <br /> organization who only wants what is profitable for itself and recommended against its inclusion <br /> on the task force. He said the union trades are only concerned with whatever suits its members <br /> and also recommended against inclusion. He appreciated that homeowners have been given <br /> representation on the task force but urged the Council to exercise caution when considering <br /> other parties. <br /> Mayor Hosterman closed the public comment. <br /> Councilmember Sullivan confirmed with Mr. Dolan that each of the three property owners in <br /> question has either submitted draft development plans or discussed similar ideas with staff. He <br /> asked if BART has ever indicated the same specific interest. <br /> Mr. Dolan believed that BART's development plans are somewhat longer term than those of at <br /> least two of the property owners, but noted that they do have future plans. <br /> Mr. Fialho explained that when the specific plan process began nearly two years ago, there was <br /> some discussion about looking at properties beyond those three being discussed at this time. <br /> He confirmed that BART was one of those properties and said there has been conceptual <br /> discussion surrounding its ability to accommodate housing, additional parking, or perhaps even <br /> retail. He suggested that Mr. Rennel's request was based on the likelihood that there may be <br /> some spillover effect of any development on these sites onto the BART property.
