Mayor Hosterman thanked Mr. Miller for his work as VFW Post Commander this year. She <br /> remarked that this Veterans' Day celebration was one of the best Pleasanton has ever seen, in <br /> large part due to Mr. Miller's efforts. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 13. Approve the Composition and Scope of Work of a Task Force to Guide the Hacienda PUD <br /> Modification Process <br /> Director of Community Development, Brian Dolan, reviewed the background of the task force, <br /> which was first outlined in the General Plan as part of the Hacienda Business Park planning <br /> process. The task force was also discussed in detail at a joint workshop of the City Council and <br /> Planning Commission in August 2008 and at that meeting, two points of consensus emerged: <br /> (1) that the task force would contain two Planning Commissioners and two City Council <br /> members, and (2) that the process would provide ample opportunity for public input. <br /> Mr. Dolan noted that at the last Council meeting, there was considerable discussion surrounding <br /> the 12 policies and programs that address some of the more substantive planning issues within <br /> the park, and relate to transit oriented development (TOD) and mixed -use planning. The only <br /> General Plan program which discussed the process to be used for this specific development is <br /> Program 18.1 of the Land Use Element. Program 18.1 calls for a PUD amendment for the <br /> Hacienda Business Park, with special emphasis on creating a mixed -use pedestrian friendly <br /> area around the east Pleasanton /Dublin BART station. At the last Council meeting, the Council <br /> directed staff to prepare a task force with broad representation and to develop a set of guiding <br /> principles to accompany the process. <br /> Mr. Dolan reviewed the guiding principles, as interpreted by staff's direction from the Council. <br /> He said staff understands that the Council expects this to be an open and collaborative process <br /> with a clear exchange of communication, accurate data, and balanced perspectives. He <br /> acknowledged the Council's desire for this to be a consensus driven process but advised that it <br /> may be necessary at some point to bring forward a minority and majority report on those items <br /> where full consensus could not be reached. These principles also include discussion on the <br /> financial impacts to current property owner assessments as well as a broad range of quality of <br /> life issues for Hacienda residents and the rest of the community. The scope of discussion will <br /> primarily address land use, traffic and circulation, pedestrian and bicycle linkages, architecture <br /> and urban design, affordability, economic and market situations, and impacts to public <br /> infrastructure and services, including schools. He explained that staff intends to defer the <br /> development process of some individual parcels until this process is completed to such an <br /> extent that these principles have come together in a framework against which any development <br /> can be reviewed. Staff would also encourage that the task force strive to complete this process <br /> within 12 months, although he noted that it is a very ambitious goal. <br /> Mr. Dolan said that staff would recommend a 19- member task force in order to accommodate as <br /> many stakeholders as possible. He acknowledged that a smaller number may be more suitable <br /> but said that staff has concluded this is the group that could best guide the process. The <br /> secondary advisory group would be completely included in all discussions and he presented the <br /> task force recommendations as follows: two City Council members; two Planning <br /> Commissioners; five at large representatives, one to be appointed by each Council member; <br /> one representative from each of the six residential neighborhoods within Hacienda Business <br /> Park; one representative from each of the three sites being studied; and one representative <br /> from the Hacienda Business Park Owners' Association.
