Councilmember Sullivan asked and confirmed that "sustainability indicators" is a recognized <br /> term for measuring elements of sustainability. Ms. Stern said that the Commission on Energy <br /> and the Environment will be developing those indicators as part of the Climate Action Plan. <br /> Councilmember McGovern said that if that language is not in place before the court makes a <br /> ruling, the community has not been properly served. <br /> Mayor Hosterman concurred and requested a summary of the points she believes to be most <br /> important. <br /> Councilmember McGovern said she would like an annual review of the Growth Management <br /> Plan that is based on infrastructure, services, and sustainability indicators. Councilmember <br /> Sullivan also concurred, and asked how to prioritize a holistic growth management package with <br /> community involvement, so that it is developed in parallel with these other items. <br /> Mr. Fialho said that the outcome of the litigation may influence how the City responds, at least <br /> from the housing cap perspective. He said that the Housing Element contains policies which <br /> would address some of these concerns but advised that time does not allow for public input <br /> prior to initiating these safeguards into the Growth Management Ordinance. <br /> Councilmember Sullivan said that a verbal commitment to do this is insufficient and requested a <br /> work plan and schedule. Mr. Fialho said he could not begin to craft a work plan, in part because <br /> of some of the floating issues around the matter. He said that if the general theme is to <br /> strengthen the Growth Management Ordinance and achieve certain objectives, staff can begin <br /> to work on the first step of bolstering the ordinance. <br /> 2. Second reading and adoption of Ordinance No. 1999 amending the Growth Management <br /> Ordinance to allow the city council to override the annual housing allocation in order to <br /> meet the City's total regional housing needs, especially for exceptional affordable housing <br /> projects <br /> Mayor Hosterman opened the item for public comment. <br /> Becky Dennis said that commercial development seems to be what drives the RHNA numbers <br /> dispersed by ABAG. She suggested that the Council consider linking housing approvals to <br /> commercial development by resetting the cap for the former and setting one for the latter. She <br /> said that the two would have to be linked by policies and ordinances but noted that financial <br /> contributions from commercial developers could also be determined to create or support the <br /> workforce- housing infrastructure that will be needed. By controlling the level of commercial <br /> development, you control the amount of housing needed for workers to support the commercial <br /> business, which in turn allows you to control residential development. <br /> Mayor Hosterman closed public comment. <br /> Councilmember Sullivan said that Ms. Dennis' suggestion is just one example of a big picture, <br /> holistic approach. He said that any thoughts of curtailing commercial growth have been <br /> unacceptable in the past, but that the community needs to consider that as part of its growth <br /> management process. <br /> Councilmember McGovern asked if a vote to approve the ordinance would include the additions <br /> mentioned in the previous item. <br /> City Council Minutes Page 20 of 21 November 3, 2009 <br />
