BACKGROUND <br /> On February 5, 2008, Council awarded a contract to Tanaka Design Group to complete <br /> the preparation of the plans, specifications and estimate (PS &E), including the <br /> Maintenance Agreement with the State, for landscape architectural design services at <br /> Hopyard Road and 1 -580 interchange (CIP No. 078016, Landscape /Gateway <br /> Interchange Improvements). As stated upon award of the design contract, the goal of <br /> this project is to visually enhance the Hopyard Road access point into the City. <br /> Although construction plans were completed earlier this year, coordination with the <br /> State to finalize the Maintenance Agreement took longer than staff anticipated. <br /> The estimate to complete this work is $1,000,000. It has been anticipated that the City <br /> does not have sufficient funds to complete the entire project at this time. Although the <br /> possibility of completing the project in phases has been discussed, recent estimates <br /> and market conditions indicate that completing the entire project at one time once the <br /> funding becomes available would be more favorable financially for the City. <br /> DISCUSSION <br /> A resolution approving the Maintenance Agreement is attached (Attachment 1), as well <br /> as a copy of the Maintenance Agreement (Attachment 2). In order to continue working <br /> toward the goal of enhancing the Hopyard Road and 1 -580 entryway into the City as <br /> previously directed by City Council, the State requires that the agreement be approved <br /> and executed prior to further progress with the project. Staff believes that although the <br /> implementation of the landscaping project has been postponed, it is in the City's best <br /> interest to finalize the maintenance agreement at this time while Caltrans is still <br /> engaged in the project. <br /> Submitted by: Fiscal Review: Approve. •y: <br /> Brian Dolan David P.
