BACKGROUND On February 5, 2008, Council awarded a contract to Tanaka Design Group to complete the preparation of the plans, specifications and estimate (PS &E), including the Maintenance Agreement with the State, for landscape architectural design services at Hopyard Road and 1 -580 interchange (CIP No. 078016, Landscape /Gateway Interchange Improvements). As stated upon award of the design contract, the goal of this project is to visually enhance the Hopyard Road access point into the City. Although construction plans were completed earlier this year, coordination with the State to finalize the Maintenance Agreement took longer than staff anticipated. The estimate to complete this work is $1,000,000. It has been anticipated that the City does not have sufficient funds to complete the entire project at this time. Although the possibility of completing the project in phases has been discussed, recent estimates and market conditions indicate that completing the entire project at one time once the funding becomes available would be more favorable financially for the City. DISCUSSION A resolution approving the Maintenance Agreement is attached (Attachment 1), as well as a copy of the Maintenance Agreement (Attachment 2). In order to continue working toward the goal of enhancing the Hopyard Road and 1 -580 entryway into the City as previously directed by City Council, the State requires that the agreement be approved and executed prior to further progress with the project. Staff believes that although the implementation of the landscaping project has been postponed, it is in the City's best interest to finalize the maintenance agreement at this time while Caltrans is still engaged in the project.
