communities are apartment complexes and said staff feels those interests would be best <br /> represented by a tenant, rather than the owners or management. <br /> Mr. Dolan identified the following as desired contributors to the advisory group, which would not <br /> necessarily have an opportunity to vote but could offer comments and general <br /> recommendations to the task force: BART, Pleasanton Unified School District, local affordable <br /> housing organizations, the Housing Commission, the Economic Vitality Committee, Greenbelt <br /> Alliance, Local Government Commission, LAFTA, ABAG, MTC, City staff from planning, parks <br /> and recreation, and the police as well as any members of the general public who wish to <br /> participate. <br /> He said that should the Council agree with this makeup or some variation, he asked to direct <br /> staff to initiate the application process for city -wide members, authorize staff to invite the other <br /> identified groups to either the task force or advisory group, and direct staff to return to the <br /> Council in late December, at which time the Council would appoint its own two representatives <br /> to the task force. <br /> Mayor Hosterman said the staff report was a good reflection of the community input received <br /> prior to tonight. She believed task forces to be a great opportunity for the public to get involved <br /> and for the Council, who must ultimately decide what happens and get a good handle on the <br /> public perspective. <br /> Councilmember Sullivan referred to page 5 of the staff report which states that, "Staff also <br /> expects that an updated park -wide set of design guidelines and development standards will <br /> result from this process," and could not recall any discussions on that matter. <br /> Mr. Dolan said this merely references the fact that the task force will be providing design <br /> guidelines for the three primary sites and that those guidelines would most likely be applicable <br /> should other sites within the park come forward at a future date. <br /> Councilmember Sullivan said it is important to define the scope of what this task force will do. <br /> He said this has not been part of any discussions that he could recall and requested that the last <br /> sentence of that paragraph be eliminated. <br /> Councilmember McGovern concurred and said she raised the same issue at the last Council <br /> meeting. She noted that the minutes of the August 2008 workshop only reflect intent to consider <br /> Transient Orient Development (TOD) near the BART station and that anything more is too broad <br /> a scope for this task force. She asked if staff truly anticipates this process being completed <br /> within 12 months. Mr. Dolan replied that it is an aggressive goal which they will strive to reach. <br /> Councilmember McGovern believed that 12 months, given considerations for people traveling <br /> for the holidays and during the summer, was pushing it. She said she would prefer that this <br /> decision be thorough rather than rushed and she recommended that the timeframe be extended <br /> to 18 months. <br /> Mr. Dolan said staff would prefer to aim for 12 months and extend to 18 instead of aiming for 18 <br /> months and having to extend it further. <br /> Councilmember McGovern referred to the "good cause" clause in the rezoning ordinance and <br /> worried that if the task force has not completed its work at the end of the specified time period, a <br /> developer may consider that good cause to bring forward an application. <br /> City Council Minutes Page 4 of 21 November 3, 2009 <br />
